The Office of the Pension Funds Adjudicator (OPFA) has issued an open Request for Bid under tender number OPFA/HR/042025 for the appointment of a panel of five (5) qualified service providers to deliver comprehensive Human Resources (HR) services on an as-needed basis over a 36-month period. The contract covers strategic HR functions including recruitment, employment relations, organisational development, remuneration, learning & development, and executive assessment services. Proposals must be submitted by 11:00 on Wednesday, 4 February 2026, to the OPFA offices in Menlyn, Pretoria.

This is a strategic procurement aimed at enhancing OPFA’s internal HR capacity through a pre-qualified, high-performance panel of professional service providers.

Comprehensive HR Service Scope Across the Full HR Value Chain

The selected panel will support OPFA in delivering end-to-end HR solutions, including:

  • Executive Recruitment & Headhunting: Sourcing, screening, and placement of senior talent
  • Psychometric & Competency Assessments: Candidate profiling, succession planning, and development diagnostics
  • Employment Relations: Policy advice, dispute resolution, and line manager capacity building
  • Organisational Effectiveness: Job evaluation, grading, structure design, and change management
  • Total Remuneration & Reward Strategy: Benchmarking, job pricing, and incentive design
  • Learning & Development: Training delivery, talent pipeline development, and leadership programs
  • Strategic HR Initiatives: Ad-hoc support for organisational reviews, workforce planning, and HR transformation

All services must align with OPFA’s strategic objectives and public service compliance frameworks.

Mandatory Eligibility: Professional Accreditation and Proven Track Record

Bidders must meet strict pre-qualification criteria, including:

  • Valid registration with a recognised HR professional body such as the South African Board for People Practices (SABPP), Institute of People Management (IPM), or equivalent
  • A minimum of three years’ demonstrable experience in delivering HR services to public or regulated entities
  • Submission of at least seven (7) successfully completed HR projects in the past ten years, supported by reference letters from clients
  • A comprehensive Portfolio of Evidence (PoE) responding to OPFA-specific HR case studies outlined in the tender document
  • Proof of Central Supplier Database (CSD) registration and SARS Tax Compliance PIN

Joint ventures must ensure all partners meet these requirements.

Functionality Evaluation: 70% Passing Threshold Required

Proposals will undergo a rigorous functionality assessment before price evaluation. To proceed, bidders must score at least 70% across the following criteria:

  • Methodology & Case Study Responses (50%): Quality, relevance, and innovation in addressing OPFA’s HR scenarios
  • Work Performance & References (35%): Number and relevance of completed HR projects
  • Professional Registration & Experience (15%): Accreditation status and years of relevant HR experience

Only compliant and high-scoring bidders will be evaluated for price and preference points.
