The Department of Public Works and Infrastructure (DPWI) has issued an open Request for Bid under tender number PT25/017 for the rendering of comprehensive cleaning services at the Momentum Building in Pretoria for a period of 36 months. This is an Extended Public Works Programme (EPWP) opportunity aimed at delivering high-standard daily and deep cleaning services across approximately 36,344m² of office space. Submissions close at 11:00 on Friday, 23 January 2026, and must be submitted electronically via the National Treasury eTenders portal.

The contract requires the deployment of 55 cleaners, 2 supervisors, and 1 project manager, with strict adherence to labour regulations, safety standards, and DPWI specifications.

Scope of Work: Daily and Deep Cleaning Across 36,344m²

The successful bidder will be responsible for maintaining cleanliness and hygiene across 35 floors, 3 basement levels, 203 ablution facilities, 94 urinals, and 60 tea kitchens. Services include:

  • Daily cleaning of offices, corridors, restrooms, and common areas
  • Deep cleaning on a scheduled basis
  • Supply and management of all cleaning equipment, consumables, and PPE
  • Compliance with DPWI’s detailed cleaning specifications and EPWP requirements

All staff must be properly trained, uniformed, and compliant with the Basic Conditions of Employment Act and Compensation for Occupational Injuries and Diseases Act (COIDA).

Mandatory Documentation and Compliance Requirements

Bidders must submit the following non-negotiable documents:

  • Valid Central Supplier Database (CSD) registration number
  • SARS Tax Compliance PIN
  • COIDA Letter of Good Standing from the Department of Employment and Labour
  • Valid bank rating letter (not older than 6 months)
  • Proof of experience: At least five (5) completed cleaning contracts valued at R7 million or more each, supported by appointment letters and completion certificates
  • CVs and certified ID copies for the proposed Project Manager (min. 5 years’ experience) and Supervisors (min. 3 years’ experience)
  • Organogram and written commitment to supply the full human resource complement

Incomplete or non-compliant submissions will be disqualified.

Functionality and Preference-Based Evaluation

This tender will be evaluated using a two-stage process:

Stage 1: Functionality Assessment (100 points total)

  • Experience & Project Completion: 30 points
  • Bank Rating: 10 points (A = 5 pts, B = 4 pts, etc.)
  • Human Resources Commitment: 30 points
  • Technical Compliance & EPWP Alignment: 30 points

Stage 2: 80/20 Preferential Procurement System

  • 80 points: Price (lowest compliant bid = 80)
  • 20 points: Specific Goals, including:
    • Black ownership (max 7 pts)
    • Women ownership (4 pts)
    • Youth (ages 18–35) ownership (3 pts)
    • Disability ownership (3 pts)
    • Military veterans (1 pt)
    • EME/QSE status (2 pts)

All preference claims must be substantiated with a completed SBD 6.1 form and supporting documentation.
