The Eastern Cape Department of Social Development and Special Programmes has issued an open Request for Bid under tender number SCMU4-25/26-0016 for the appointment of a service provider to deliver comprehensive cleaning and garden maintenance services across its provincial offices in Bhisho and King Williams Town (KWT). The contract spans 36 months and covers multiple government facilities, including the Albertina Sisulu Building and One Vision complexes. Eligibility and Mandatory Requirements for Bidders

Interested bidders must meet strict pre-qualification criteria to be considered. Key requirements include:

  • A minimum of one year of verifiable experience in providing cleaning and garden services
  • Submission of reference letters and signed contracts from previous clients confirming satisfactory performance
  • A qualified supervisor with at least a matric certificate and one year of management experience in the sector
  • Full compliance with the Sectoral Determination 1 wage standards set by the Department of Labour
  • Attendance at the compulsory briefing and site visit (held at Bhisho Child and Youth Care Centre)
  • Registration on the Central Supplier Database (CSD) with supplier number MAAA
    Failure to meet any of these conditions will result in automatic disqualification.

Scope of Work: Comprehensive Facility and Grounds Maintenance

The successful bidder will be responsible for daily, weekly, monthly, and biannual tasks across four key sites: Albertina Sisulu Building, Pick n Pay Building, and One Vision Phases One and Two. Services include:

  • Cleaning of offices, boardrooms, ablutions, kitchens, corridors, and vehicles
  • Gardening, grass cutting, pruning, and pest/weed control
  • Supply and maintenance of hygiene dispensers (soap, hand lotion, sanitary bins, urinal drips)
  • Provision of SABS-approved 2-ply toilet paper and cleaning consumables
  • Pest control and fumigation by SAPCA-registered providers
  • Monthly reporting and performance documentation
    All staff must wear uniforms, display ID badges, and adhere to Occupational Health and Safety Act (OHSA) standards.

Local Preference and B-BBEE Incentives Drive Evaluation

The tender will be evaluated using the 80/20 Preferential Procurement system, with 80 points for price and 20 points for specific goals, including:

  • Women ownership (6 points)
  • Eastern Cape locality (6 points)
  • Youth participation (4 points)
  • Disability inclusion (3 points)
  • Black ownership without franchise history (1 point)
    Preference will be given to service providers based in the Eastern Cape, and bidders must commit to sourcing at least 50% of cleaning staff from the local ward and all cleaning equipment from Eastern Cape suppliers. Emerging enterprises, cooperatives, and B-BBEE-compliant firms are strongly encouraged to apply.
