This once-off sanitation intervention aims to restore hygiene, prevent public health risks, and improve living conditions in the community. The tender was published on Wednesday, 10 December 2025, with a closing deadline of Thursday, 15 January 2026 at 11:00 AM.

Tender Overview and Sanitation Mandate

The Matlerekeng RDP area falls under the Ephraim Mogale Local Municipality, where many households rely on Ventilated Improved Pit (VIP) latrines. Over time, these units require professional emptying and cleaning to maintain functionality and health standards. This tender responds to an urgent need to address backlog maintenance and uphold the Municipality’s commitment to dignified sanitation for all residents.

Scope of Work: Suction, Emptying, and Cleaning Services

The appointed service provider will be responsible for:

  • Sucking and emptying the contents of 599 full VIP toilet units using 10m³ vacuum (honey sucker) trucks
  • Transporting and safely disposing of waste at the Elandskraal Waste Purification Plant
  • Cleaning and sanitising the interior of each VIP structure post-emptying
  • Providing qualified drivers and labourers for weekday, weekend, and overtime work as required

All services must comply with the Municipal Systems Act, National Environmental Management Act, and relevant health and safety regulations. The contractor must hold a valid waste transport permit approved by Sekhukhune District Municipality.

Mandatory Qualifications and Documentation

To be considered responsive, bidders must submit:

  • Valid SARS Tax Compliance Status (TCS) PIN
  • Central Supplier Database (CSD) registration and full report
  • Completed MBD 1–9 forms, including Declarations of Interest and Past SCM Practices
  • Letter of Good Standing from the Department of Employment and Labour
  • CIDB grading of 2CE or higher
  • Municipal rates clearance or affidavit confirming no arrears exceeding 90 days
  • Proof of waste transport permit for VIP toilet sludge in Sekhukhune

Failure to provide any mandatory document will result in disqualification.

Submission Guidelines and Location Restrictions

Bids must be hand-delivered in a sealed envelope clearly marked with the tender number and full description and placed in the official bid box at the AB Sikhosana Fire Station, Corner Chris Wiid & Van Riebeeck Street, Groblersdal, 0470.

Important: The bid box at Bareki Mall will NOT be accepted. The Groblersdal bid box is open 24/7, but submissions must be received by 11:00 AM on 15 January 2026. Late, emailed, faxed, or couriered bids will be rejected.

Evaluation Criteria and Preference Points

Bids will be evaluated under the 80/20 Preferential Procurement System:

  • 80 points for price competitiveness
  • 20 points for specific empowerment goals (Black, women, youth, disability ownership)

Bidders must also demonstrate technical capacity, equipment availability, and past experience in municipal sanitation services. Only compliant and responsive bids will be considered.
