The Presidency of the Republic of South Africa has issued a Request for Quotation (RFQ) under reference SCMF 22/05/01R (I) for the Supply and Delivery of 83 Titles of Academic and Reference Books to support its research, policy development, and archival functions at the Union Buildings in Pretoria. This procurement aligns with The Presidency’s mandate to inform evidence-based governance and preserve key national intellectual resources. The RFQ was published on Friday, 5 December 2025, with a strict closing deadline of Tuesday, 09 December 2025 at 23:30.

Tender Overview and Institutional Purpose

Located at the historic Union Buildings in Pretoria, The Presidency requires a curated collection of scholarly works spanning public administration, political history, economics, governance, and South African biography. These books will be used by advisors, researchers, and senior officials to support national decision-making and historical documentation. The selected supplier will play a vital role in equipping the office with authoritative, up-to-date, and relevant literature.

Scope of Books and Delivery Requirements

The RFQ specifies 83 distinct ISBN-listed titles, including:

  • Public Administration by Rosenbloom & Kravchuk (2022)
  • Shade of Differences: Mac Maharaj and the Struggle for South Africa by Padraig O’Malley (2025)
  • Works on constitutional law, African political economy, and post-apartheid governance

Bidders must quote on all 83 titles as listed in the Bill of Quantities. All books must be new, unmarked, and current editions. Delivery must be made to The Presidency, Union Buildings, Government Avenue, Arcadia, Pretoria, 0002, within 10 working days of order confirmation. The quoted price must be firm, inclusive of VAT and delivery, and valid for 30 days.

Mandatory Documentation and Submission Rules

To be considered responsive, bidders must:

  • Submit a completed SBD 4 (Declaration of Interest)
  • Provide a valid SARS Tax Compliance Status (TCS) PIN
  • Include a detailed quotation listing each ISBN, title, author, year, and unit price
  • Be registered on the Central Supplier Database (CSD)

All submissions must be made exclusively through the National Treasury’s eTenders portal:

Email, fax, courier, hand-delivered, or bid box submissions will not be accepted. Late submissions will be automatically disqualified.

Evaluation Methodology and Compliance Criteria

The RFQ will undergo a three-phase evaluation in line with the Preferential Procurement Regulations (2022) and The Presidency’s SCM Policy:

  1. Administrative Compliance: Verification of SBD 4, TCS, and CSD registration
  2. Technical Compliance: Confirmation that all 83 titles are quoted with correct ISBNs and editions
  3. 80/20 Preferential Scoring:
    • 80 points for price competitiveness
    • 20 points for specific empowerment goals (Black, women, youth, disability ownership)

Only bidders who pass all three phases will be considered for award.
