The RFQ specifies 83 distinct ISBN-listed titles, including:
- Public Administration by Rosenbloom & Kravchuk (2022)
- Shade of Differences: Mac Maharaj and the Struggle for South Africa by Padraig O’Malley (2025)
- Works on constitutional law, African political economy, and post-apartheid governance
Bidders must quote on all 83 titles as listed in the Bill of Quantities. All books must be new, unmarked, and current editions. Delivery must be made to The Presidency, Union Buildings, Government Avenue, Arcadia, Pretoria, 0002, within 10 working days of order confirmation. The quoted price must be firm, inclusive of VAT and delivery, and valid for 30 days.

To be considered responsive, bidders must:

- Provide a valid SARS Tax Compliance Status (TCS) PIN
- Include a detailed quotation listing each ISBN, title, author, year, and unit price
- Be registered on the Central Supplier Database (CSD)

- Technical Compliance: Confirmation that all 83 titles are quoted with correct ISBNs and editions
- 80/20 Preferential Scoring:
- 80 points for price competitiveness
- 20 points for specific empowerment goals (Black, women, youth, disability ownership)
Only bidders who pass all three phases will be considered for award.
