Courier Service Requirements and Coverage

- Daily national courier pickups and deliveries between TETA offices
- Overnight parcel services with proof of delivery

- Secure handling of personal information in compliance with the Protection of Personal Information Act (POPIA)
- Real-time tracking and customer support, including dedicated phone lines for TETA staff
The contractor must maintain a robust contingency plan covering mechanical breakdowns, hijacking, labour unrest, and emergency rerouting, with backup vehicles and trained personnel on standby.
Mandatory Qualifications and Compliance Criteria
To be considered responsive, bidders must:
- Hold a valid SARS Tax Compliance Status (TCS) PIN
- Be registered on the Central Supplier Database (CSD)
- Submit completed SBD 1, SBD 4, and SBD 6.1 forms
- Provide three verifiable reference letters demonstrating at least three (3) years of courier service experience
- Demonstrate organisational capacity, fleet availability, and IT systems for real-time tracking

Evaluation Methodology and Preference Points
Bids will be evaluated on a 100-point scale:
- Contingency Plan (30 points)
- Company Experience (40 points)
- Resource and Fleet Capacity (20 points)
- Compliance with POPIA and Security Protocols (10 points)
Only bidders scoring 70% or higher will proceed to the 80/20 Preferential Procurement evaluation, which awards points for Black, women, youth, and disability ownership.
