TETA Courier Services Tender – National 4-Year Contract

The Transport Education and Training Authority (TETA) has issued an open Request for Bid under reference TETA25/FIN/0011/COURIER SERVICES for the Appointment of a Service Provider to Deliver Comprehensive Courier Services across its five national offices until 31 March 2030. This four-year contract supports TETA’s operational efficiency, secure document handling, and inter-office logistics needs. The tender was published on Friday, 5 December 2025, with a closing deadline of Monday, 26 January 2026 at 11:00 AM.

Tender Overview and National Service Scope

TETA, a Sector Education and Training Authority under the Skills Development Act, operates offices in Randburg, Durban, Cape Town, Polokwane, and Nelspruit. The appointed service provider will deliver daily national courier services, including overnight parcel delivery, registered mail, and ad hoc international shipments, ensuring timely, secure, and trackable movement of sensitive documents and materials.

Courier Service Requirements and Coverage

The scope includes:

  • Daily national courier pickups and deliveries between TETA offices
  • Overnight parcel services with proof of delivery
  • Ad hoc international courier services as required
  • Secure handling of personal information in compliance with the Protection of Personal Information Act (POPIA)
  • Real-time tracking and customer support, including dedicated phone lines for TETA staff

The contractor must maintain a robust contingency plan covering mechanical breakdowns, hijacking, labour unrest, and emergency rerouting, with backup vehicles and trained personnel on standby.

Mandatory Qualifications and Compliance Criteria

To be considered responsive, bidders must:

  • Hold a valid SARS Tax Compliance Status (TCS) PIN
  • Be registered on the Central Supplier Database (CSD)
  • Submit completed SBD 1, SBD 4, and SBD 6.1 forms
  • Provide three verifiable reference letters demonstrating at least three (3) years of courier service experience
  • Demonstrate organisational capacity, fleet availability, and IT systems for real-time tracking

All documentation must be submitted in a single sealed envelope, clearly marked with the tender number and description.

Evaluation Methodology and Preference Points

Bids will be evaluated on a 100-point scale:

  • Contingency Plan (30 points)
  • Company Experience (40 points)
  • Resource and Fleet Capacity (20 points)
  • Compliance with POPIA and Security Protocols (10 points)

Only bidders scoring 70% or higher will proceed to the 80/20 Preferential Procurement evaluation, which awards points for Black, women, youth, and disability ownership.
