The National Transmission Company South Africa SOC Ltd (NTCSA), a wholly owned subsidiary of Eskom, has issued an open Request for Bid under reference E2208NTCSAMWP for the Supply and Delivery of Consumables to various NTCSA offices in the East Grid region of KwaZulu-Natal. This three-year framework agreement will operate on an “as and when required” basis, ensuring NTCSA maintains efficient, well-stocked administrative and operational environments. The tender was published on Friday, 21 November 2025, with a closing deadline of Tuesday, 20 January 2026 at 10:00 AM.

Tender Overview and Strategic Procurement Scope

NTCSA manages South Africa’s national electricity transmission network, with critical operations in the East Grid—including offices in Inland and Coastal KwaZulu-Natal. This tender establishes a pre-qualified panel of suppliers to deliver a wide range of office, hygiene, and operational consumables in response to dynamic, real-time needs. The panel system promotes responsiveness, cost efficiency, and service continuity across NTCSA’s footprint.

Scope of Consumables and Delivery Requirements

The appointed service providers will supply a comprehensive range of items, including but not limited to:

  • Office stationery (pens, paper, folders, toner cartridges)
  • Cleaning and hygiene products (soap, toilet paper, sanitizers)
  • Kitchen and breakroom consumables (tea, coffee, paperware)
  • Safety and PPE items (gloves, masks, first-aid supplies)

Deliveries must be made within 48 hours of a call-off request to designated East Grid offices. All products must be new, SABS-compliant where applicable, and accompanied by delivery notes and proof of quality. Pricing must be firm, inclusive of VAT, and valid for the full 36-month contract period.

Mandatory Documentation and Compliance Criteria

To be considered responsive, bidders must submit the following via the eTendering portal:

  • Valid CSD registration and SARS Tax Compliance Status (TCS) PIN
  • Completed SBD 1, SBD 4, SBD 6.1, and all returnable schedules
  • Detailed pricing schedule in both PDF and Excel formats
  • Company profile with three verifiable references for similar supply contracts
  • Local Content Declaration in line with DTIC regulations (SATS 1286:2011)

Bids must be uploaded in separate folders: Technical, Commercial, Financial, and Other. Each file must be under 50MB, with a total submission limit of 900MB. Zip files, hard copies, or emailed submissions will not be accepted.

Evaluation Methodology and Local Content Obligations

Bids will be evaluated using a 100-point functionality score, with a minimum threshold of 70 points required to proceed. Key criteria include:

  • Experience in consumables supply (30 points)
  • Resource and logistics capacity (25 points)
  • Quality assurance and compliance systems (25 points)
  • Local Procurement Content (LPC) proposal (20 points)

Qualified bidders will then undergo 80/20 Preferential Procurement evaluation, with preference awarded for Black, women, youth, and disability ownership. NTCSA strongly encourages bids that demonstrate 100% local content and support for SMMEs.
