The Mine Health and Safety Council (MHSC) has issued a Request for Quotation (RFQ) under reference 1783 for the Appointment of a Service Provider to Supply and Install Window Blinds at its new headquarters in Sandton, Gauteng. This procurement forms part of the MHSC’s comprehensive office renovation and internal fit-out project. The RFQ was published on Friday, 28 November 2025, with a strict closing deadline of Monday, 15 December 2025 at 11:00 AM.

Tender Overview and New Office Fit-Out Project

As a Schedule 3A public entity established under the Mine Health and Safety Act (No. 29 of 1996), the MHSC is relocating to a modern, 2,473m² office space at Section 8, Tuscany Office Park, 2 Coombe Place, Rivonia, Sandton. The blinds installation is a critical component of the interior finishing package, ensuring occupant comfort, light control, and compliance with workplace ergonomics and safety standards. The project must be completed within 12 working weeks from the official start date, which will be communicated by the MHSC-appointed project manager.

Scope of Work: Blinds Supply and Installation

The appointed service provider will be responsible for the full turnkey delivery of window blinds across the new premises, including:

  • Supply of high-quality, commercial-grade blinds as per the MHSC’s technical specifications
  • Professional installation on all windows and glass partitions
  • Coordination with other contractors involved in the broader renovation (HVAC, electrical, acoustics, etc.)
  • Compliance with all relevant occupational health and safety regulations, including the provision of a site-specific Health and Safety Plan

Mandatory CIDB Grading and Compliance Requirements

Only contractors holding a valid CIDB grading of 2GB or higher are eligible to bid. Bidders must submit:

  • Valid SARS Tax Compliance Status (TCS) PIN
  • Central Supplier Database (CSD) registration number
  • Completed SBD 1 (Invitation to Bid) and SBD 4 (Declaration of Interest)
  • Two (2) verifiable reference letters for similar blinds installation projects in the past five years
  • Proof of technical capacity, including CVs of key personnel

Persons in the service of the state are ineligible to bid, and all submissions must be fully compliant with the Public Finance Management Act (PFMA) and Supply Chain Management regulations.

Compulsory Site Briefing and Submission Guidelines

A compulsory site briefing and inspection will be held on Monday, 08 December 2025 at 11:00 AM at the Tuscany Office Park, Sandton. Attendance is mandatory—bidders must sign the attendance register, and non-attendance will result in disqualification.

Completed quotations must be submitted electronically to ebids@mhsc.org.za by the closing deadline. The email subject line must read:
“RFQ 1783 – Supply and Installation of Window Blinds”

Late, faxed, couriered, or hand-delivered submissions will not be accepted. The quoted price must be firm, inclusive of VAT, and valid for 30 calendar days from the closing date.

Evaluation Criteria and Preference Points

The RFQ will be evaluated under the 80/20 Preferential Procurement System:

  • 80 points for price competitiveness
  • 20 points for specific empowerment goals (Black, women, youth, and disability ownership)

All preference claims must be substantiated with CSD reports or certified affidavits. The MHSC reserves the right to verify all information and conduct reference checks with past clients.
