The Johannesburg Development Agency (JDA) has issued a Request for Proposal (RFP) under reference JDAMARKT/HOSPITALITY/11/2025 for the Appointment of a Panel of Service Providers to Deliver Comprehensive Hospitality, Conferencing, Catering, Flight Booking, and Accommodation Services on an “as-and-when-required” basis over a 36-month period. This strategic procurement supports the JDA’s mandate to host high-quality stakeholder engagements, board meetings, strategic site visits, and public events across Johannesburg. The RFP was published on Monday, 1 December 2025, with a closing deadline of Tuesday, 20 January 2026 at 12:00 PM.

Tender Overview and Strategic Service Scope

As a key driver of urban regeneration and economic development in Johannesburg, the JDA regularly hosts events for board members, executives, government officials, community stakeholders, and learners. To ensure seamless, professional, and high-standard execution of these engagements, the Agency seeks a pre-qualified panel of service providers capable of delivering end-to-end event and travel logistics with flexibility, quality, and responsiveness.

Comprehensive Range of Required Services

Appointed providers will be engaged to deliver a full suite of integrated services, including:

  • Catering: Board lunches, executive refreshments, student tour snack packs, and conferencing meals
  • Venue and Conferencing: Fully equipped meeting spaces with AV, sound, and technical support
  • Accommodation: Booking and management of hotel stays for JDA guests within Johannesburg
  • Flight and Transport Coordination: Domestic flight bookings and ground transportation logistics
  • Event Support: On-site staffing, setup, breakdown, and adherence to JDA’s wellness and sustainability protocols

All services must comply with the City of Johannesburg SHEQ policy, the Occupational Health and Safety Act (85 of 1993), and the Protection of Personal Information Act (POPIA).

Mandatory Qualifications and Documentation

To be considered responsive, bidders must:

  • Maintain a local office within the geographical area of the City of Johannesburg
  • Submit completed Annexures A–F, including Business Declaration, Declaration of Interest, and Past SCM Practices
  • Provide proof of municipal account compliance (no arrears exceeding 90 days)
  • Include valid CSD registration, SARS Tax Compliance Pin, and B-BBEE certificate or affidavit
  • Demonstrate experience in similar public-sector or corporate event services through reference contracts

One hard copy and one soft copy (on USB) must be submitted. Retyping or rearranging the RFP document will result in disqualification.

Compulsory Briefing and Submission Guidelines

A compulsory briefing session will be held on Friday, 05 December 2025 at 10:00 AM at The Auditorium, Ground Floor, The Bus Factory, 3 Helen Joseph Street, Newtown, Johannesburg. Attendance is mandatory—bidders who do not attend will be disqualified.

Completed proposals must be hand-delivered in a sealed envelope, clearly marked with the RFP number and title, to the JDA Bid Box, The Bus Factory, 3 Helen Joseph Street, Newtown, 2000, by 20 January 2026 at 12:00 PM. Late, emailed, faxed, or couriered submissions will not be accepted.

Evaluation Criteria and Preference Point Allocation

The RFP will be evaluated under the 80/20 Preferential Procurement System (PPR 2022):

  • 80 points for price competitiveness
  • 20 points for specific empowerment goals, including:
    • Black ownership
    • Women and youth ownership (18–35)
    • Valid B-BBEE Level 1–4 certification

Bidders must also demonstrate capacity to serve diverse event types—from intimate board meetings for 12 people to student tours for 100+ attendees—with consistent quality and reliability.
