This tender establishes a pre-qualified panel of service providers who will be engaged on an “as-and-when-required” basis based on verified beneficiary data from schools and SASSA offices in the four districts: Ngaka Modiri Molema, Bojanala, Dr Kenneth Kaunda, and Dr Ruth Segomotsi Mompati.

Scope of Uniform Supply and Delivery Requirements

The appointed suppliers will be responsible for:

  • Consulting with schools to confirm uniform specifications before production
  • Sourcing, manufacturing, and packaging standardised uniforms per child
  • Delivering directly to specified addresses (usually schools or SASSA offices)
  • Ensuring all items are SABS-compliant, weather-appropriate, and durable

Each uniform pack must be individually labelled with the child’s full name, school, and size, and include:

  • Blazer, jersey, shirt/blouse, trousers/skirt
  • Sport shorts and t-shirt
  • School bag (30L × 13W × 45H cm), raincoat, and gumboots

All garments must meet the generic school uniform standards outlined in Annexure B of the tender document.

Technical Specifications and Packaging Standards

Uniforms must be made from appropriate, durable fabrics suitable for daily school use. Suppliers must ensure:

  • Consistent sizing and quality across batches
  • Correct school branding (where applicable)
  • Secure, hygienic packaging that prevents damage or soiling
  • No substitutions without prior written approval from SASSA

SASSA will not bear costs for incorrect, damaged, or non-compliant deliveries.

Mandatory Documentation and Compliance Criteria

To be considered responsive, bidders must submit:

  • Valid Central Supplier Database (CSD) registration
  • SARS Tax Compliance Status (TCS) PIN
  • B-BBEE certificate or sworn affidavit
  • Completed MBD 1–9 forms (including Declarations of Interest and Past SCM Practices)
  • Company profile with evidence of capacity to serve multiple districts
  • Execution strategy covering sourcing, logistics, and contingency planning

Failure to submit any mandatory document will result in disqualification.

Evaluation Methodology and Functionality Threshold

Bids will undergo a two-phase evaluation:

  1. Administrative Compliance: Verification of all mandatory documents
  2. Functionality Assessment (100-point scale):
    • Experience in school uniform supply (30 points)
    • Execution and logistics strategy (30 points)
    • Resource and production capacity (25 points)
    • Contingency planning (15 points)

Only bidders scoring 70% or higher will proceed to the 80/20 Preferential Procurement evaluation, where price and empowerment status (Black, women, youth ownership) will be scored.
