Eskom Holdings SOC Ltd has issued a Request for Quotation (RFQ) under reference E2251GXMPKUS for the Industrial Cleaning of Cable Tunnels and Basement at Kusile Power Station in Mpumalanga. This critical 36-month service contract aims to ensure the operational integrity, safety, and maintainability of Kusile’s extensive underground cable infrastructure. The RFQ was published on Friday, 28 November 2025, with a closing deadline of Friday, 23 January 2026 at 10:00 AM.

Tender Overview and Critical Infrastructure Context

Kusile Power Station—one of the largest coal-fired power plants in the world—relies on a complex network of cable tunnels and basements to house vital electrical infrastructure. Over time, slurry, dust, and debris accumulate in these confined spaces, impeding maintenance access and posing fire and operational risks. This tender seeks a qualified, safety-compliant service provider to deliver high-pressure cleaning, vacuuming, and emergency response services across more than 1,200 linear metres of tunnels and associated basements.

Detailed Scope of Cleaning Services

The appointed contractor will be responsible for comprehensive cleaning of the following areas:

  • Cable tunnels (multiple sections ranging from 2.5m to 12m in width)
  • Turbine auxiliary bays (including -5m level trenches and drains)
  • Sumps and drainage lines within tunnel systems
  • Electrical cables, which must be washed free of conductive slurry buildup

Services include high-pressure water jetting, vacuum extraction, slurry removal, drain unblocking, and emergency clean-up as required. All work must be performed without interrupting live electrical systems, under strict lockout/tagout and confined space protocols.

Mandatory Qualifications and Safety Compliance

Bidders must demonstrate:

  • Proven experience in industrial cleaning of power station tunnels or similar high-risk environments
  • Valid COIDA registration and qualified Health and Safety Officer on staff
  • A comprehensive HSE Plan compliant with Eskom’s Kusile safety standards
  • Trained, competent cleaning personnel with confined space and high-risk work certifications
  • Own equipment: high-pressure cleaners, vacuum trucks, PPE, and slurry handling systems

Mandatory documents include SBD 1, SBD 4, SBD 6.1, Integrity Declaration, CSD registration, TCS PIN, and CVs of key personnel with verifiable references.

Evaluation Methodology and Local Content Requirements

Bids will undergo a 100-point functionality assessment, with a minimum threshold of 60 points required to proceed. Key scoring areas:

  • Experience in industrial cleaning (30 points)
  • Relevant contract management (20 points)
  • Resource and equipment capacity (30 points)
  • HSE and quality systems (20 points)
