The Mining Qualifications Authority (MQA), a Schedule 3A public entity, has issued a formal Request for Proposal (MQA/06/26-27) for the appointment of a Travel Management Company (TMC). This strategic 36-month contract, running until 31 March 2030, aims to streamline, optimize, and professionalize travel and accommodation arrangements for MQA employees and stakeholders, ensuring cost-effective, compliant, and seamless travel experiences both locally and internationally.
Scope of Services
The successful TMC will be responsible for managing end-to-end travel logistics in strict alignment with the MQA’s operational requirements. Key deliverables include:
- Provision of comprehensive travel services for all MQA travellers during normal office hours (08:00 to 17:00, Monday to Friday), as well as after-hours and emergency support.
- Achievement of significant cost savings through negotiated rates without any degradation in service quality.
- Containment of organizational and traveller risk through robust safety and compliance protocols.
- Conducting workshops and training sessions for all MQA Travel Bookers to ensure system proficiency.
- Maintaining a smooth, continuous communication workflow between the business traveller, travel coordinator, and the TMC.
- Providing proof that negotiated rates were applied during the reporting period.
Non-Compulsory Briefing Session
While attendance is not mandatory, a virtual clarification meeting is highly recommended for prospective bidders to gain a clear understanding of the MQA’s travel management expectations and submission requirements. The session is scheduled for Thursday, 19 November 2026, at 10:00. It will be hosted via Microsoft Teams (Meeting ID: 324 631 708).
Mandatory Compliance Requirements
To be considered responsive, bidders must submit a stringent compliance package demonstrating industry readiness and operational legitimacy. Essential documentation includes:
- A valid Central Supplier Database (CSD) registration report reflecting an active MAAA status.
- A current SARS Tax Compliance Status PIN.
- A valid B-BBEE certificate or sworn affidavit.
- Certified copies of qualifications for proposed project team members (valid for 6 months prior to the closing date).
- SAQA evaluation certificates for any qualifications obtained from institutions outside South Africa.
- Verifiable reference letters from previous clients, which the MQA reserves the right to contact for validation.
Evaluation Criteria
Proposals will undergo a rigorous evaluation process. The MQA will assess bidders based on their technical capability, proposed project team expertise, and alignment with the specified service requirements. Bidders must explicitly name the personnel and resources proposed for the contract; failure to do so will result in a zero score for that criterion. The MQA also reserves the right to conduct a site inspection of the appointed service provider to verify capacity, resources, and compliance with the specified requirements prior to final award.
