The South African Social Security Agency (SASSA) has issued an open tender (SASSA-13-26-CS-HO) for the appointment of a suitably qualified service provider to render comprehensive travel management services. This strategic thirty-six (36) month contract aims to streamline and optimize travel and accommodation arrangements for SASSA employees across the Head Office, nine Regional Offices, and various district and local offices nationwide, ensuring cost-effective, compliant, and seamless travel experiences.

Scope of Services

The successful bidder will be responsible for managing end-to-end travel logistics in strict alignment with SASSA’s Travel Management Policy. Key operational deliverables include:

  • Coordination of domestic and international air travel, accommodation, and car hire bookings.
  • Provision of dedicated after-hours support and emergency travel assistance.
  • Management of group bookings for conferences, workshops, and official events.
  • Implementation of a robust management information system (MIS) to provide detailed monthly expenditure reports, savings analysis, and traveler behavior tracking.
  • Deployment of specialized VIP travel consultants for executive management and official guests.
  • Maintenance of valid IATA accreditation and secure bill-back account facilities with major hotel and car rental suppliers.

Compulsory Briefing Session

Attendance at the virtual clarification meeting is strictly mandatory. Failure to attend and register will result in the immediate disqualification of the bid. The session is scheduled for Wednesday, 11 November 2026, at 10:00 via Microsoft Teams. Bidders must register their representatives and request the meeting link by emailing SassaTravelBid2026@sassa.gov.za prior to the session.

Mandatory Compliance Requirements

To be considered responsive, bidders must submit a stringent compliance package demonstrating industry readiness and operational legitimacy. Essential documentation includes:

  • A valid Central Supplier Database (CSD) registration report reflecting an active MAAA status.
  • A current SARS Tax Compliance Status PIN.
  • A valid B-BBEE certificate or sworn affidavit.
  • Proof of valid IATA accreditation and membership in relevant travel associations (e.g., ASATA).
  • Written confirmation of bill-back or credit facilities from at least two major hotel chains and two car rental companies.
  • A comprehensive transitional plan to ensure uninterrupted service delivery from the incumbent provider.

Evaluation Criteria

Proposals will undergo a rigorous two-stage evaluation process. Bidders must first pass Stage One, a functionality assessment where a minimum threshold of 70 out of 100 points is required. This stage evaluates reservations coordination, financial management processes, account management structures, and value-added services. Qualifying bids will then advance to Stage Two, which utilizes the 90/10 preference point system, allocating 90 points for price competitiveness and 10 points for specific transformation goals based on B-BBEE status level.
