Johannesburg Water has issued a re-advertised Request for Quotation (RFQ 6000080667R) for the supply and delivery of clamps to various Johannesburg Water depots. This strategic procurement initiative aims to replenish essential water infrastructure maintenance stock, ensuring the utility can efficiently manage pipeline repairs and maintain uninterrupted water services across the city.

Scope of Supply and Delivery

The successful bidder will be responsible for the timely provisioning of high-quality clamps. Key operational requirements include:

  • Supply and delivery of specified clamp quantities to nine (9) distinct Johannesburg Water depot regions.
  • Execution of nine separate deliveries, as each depot has requested approximately 80 items.
  • Provision of firm pricing in South African Rand, inclusive of all applicable taxes.
  • Submission of brand names and manufacturer details for all quoted items, as quotations without this information will not be accepted.
  • Readiness to provide sample units for evaluation prior to the finalization of any orders.

Mandatory Compliance Requirements

To be considered responsive, bidders must submit a comprehensive and fully compliant documentation package. Essential submissions include:

  • A valid Central Supplier Database (CSD) registration report reflecting an active MAAA status.
  • A current SARS Tax Compliance Status PIN.
  • A valid B-BBEE certificate or sworn affidavit.
  • Manufacturer datasheets for all quoted items. Failure to provide these datasheets will result in immediate disqualification.
  • Proof of a valid lease agreement or municipal account statement not older than three months.

Evaluation and Specific Goals

Quotations will be evaluated in strict accordance with Johannesburg Water’s Supply Chain Management Policy and the Preferential Procurement Policy Framework Act. The adjudication process utilizes the 80/20 preference point system, allocating 80 points for price competitiveness. The remaining 20 points are awarded for specific goals, with a strong preference for businesses that are 51% or more owned by Black people. Bids will first be screened for administrative and technical compliance before advancing to the price evaluation stage.
