The Waterberg District Municipality (WDM) in Limpopo has issued a re-advertised open tender (WDM/2026/27-01) for the appointment of a panel of travel agency service providers. This strategic procurement initiative aims to secure reliable, efficient, and cost-effective travel and accommodation services for municipal officials and councillors, ensuring seamless execution of daily duties, conferences, workshops, and official events.
Scope of Services
The municipality seeks to appoint a panel of two prospective service providers to deliver comprehensive travel agency services on an as-and-when-required basis. Key deliverables include:
- Provision of air travel, car rentals, van rentals, and truck rentals.
- Sourcing and booking of hotel and other forms of accommodation.
- Management of reservations and bookings for conferences, workshops, training sessions, and entertainment events.
- Securing of suitable venues for municipal functions and events.
- Submission of an annual close-up report by 30 June each year, detailing service utilization and compliance with the WDM Subsistence and Travel Policy.
Non-Compulsory Briefing Session
While attendance is not mandatory, a briefing session is highly recommended for prospective bidders to gain a clear understanding of the municipality’s travel requirements and submission expectations. The session will be held on Tuesday, 19 November 2026, at 10:00. It will take place at the Waterberg District Municipality Foyer, located at Harry Gwala Street, Modimolle, 0510.
Mandatory Compliance Requirements
To be considered responsive, bidders must submit a complete and compliant documentation package. Essential submissions include:
- A valid Central Supplier Database (CSD) registration report reflecting an active MAAA status.
- A current SARS Tax Compliance Status PIN.
- A valid B-BBEE certificate or sworn affidavit.
- Proof of company registration (CIPC documents) and certified copies of directors’ ID documents.
- A comprehensive reference list of similar services rendered, which the municipality may contact for verification purposes.
Evaluation Criteria
Proposals will undergo a rigorous two-stage evaluation process. Bids that meet all mandatory administrative requirements will first be evaluated on functionality, assessing the service provider’s capacity, experience, and proposed methodology. Qualifying bids will then be adjudicated based on price competitiveness and specific transformation goals in accordance with the Preferential Procurement Policy Framework Act. Shortlisted companies and their directors or shareholders will be subject to clearance and verification tests as deemed necessary by the institution.
