The Department of Defence (DoD) has issued an open tender (CPSC/B/PC/039/2026) for the outsourcing of a panel of service providers to supply and deliver dry rations across all units in the North West Province. This strategic, long-term contract spans a period of sixty (60) months and is designed to ensure a reliable, efficient, and compliant supply chain for essential military provisions, directly supporting the logistical readiness of the South African National Defence Force in the region.
Scope of Supply
The successful service provider(s) will be responsible for the comprehensive sourcing and distribution of dry rations across multiple designated delivery points, including Potchefstroom, Mafikeng, and other regional units. Bidders may tender for one or more of the following seven commodity groups:
- Group 1: Starch, rice, and pastas
- Group 2: Beverages, juices, and cold drinks
- Group 3: Rusks, biscuits, and cereals
- Group 4: Jams and spreads
- Group 5: Kitchen commodities
- Group 6: Baking and baking products
- Group 7: Canned and packaged foods
Mandatory Documents
Bidders must submit a comprehensive set of documents for administrative and technical compliance:
- Completed and signed Standard Bidding Documents (SBD 1, 3, 4, 6.1).
- A fully completed Group Questionnaire indicating the commodity groups you intend to supply.
- A recent Central Supplier Database (CSD) report showing active status and banking details.
- Valid Tax Compliance Status PIN.

- Written confirmation of compliance with the Special Conditions of Contract (SCC).
- Proof of ownership or access to delivery vehicles (e.g., e-Natis, lease agreement).
- Proof of a local footprint in the North West Province (e.g., municipal bill, lease).
- A valid bank rating document not older than 21 days, demonstrating the financial capability to handle a Government Order of R1,000,000.
- A detailed distribution network diagram and list of facilities.
- A completed Vetting and Screening questionnaire and subcontractor compliance forms (if applicable).
Mandatory Technical and Compliance Requirements
To be considered responsive, bidders must demonstrate robust logistical capability and strict adherence to DoD procurement standards. Essential requirements include:
- Submission of a clear, comprehensive written confirmation of the ability to supply and deliver to all designated North West Province delivery points.
- A detailed Distribution Network Diagram or Google Map illustrating the bidder’s facilities and the specific areas or delivery points served from each location.
- Firm pricing that remains valid for 120 days from the closing date, inclusive of VAT.
- Valid VAT registration and company registration documentation.
- Fully completed Standard Bidding Documents (SBDs) and Group Questionnaires corresponding to the selected commodity groups.
Evaluation Criteria
Proposals will be evaluated based on a rigorous assessment of technical capability, financial stability, and compliance. The DoD will prioritize bidders who demonstrate a proven distribution network, competitive and firm pricing, and the financial capacity to sustain a 60-month supply contract. Bidders must quote for all items listed within their selected commodity group; failure to do so will result in the disqualification of that specific group and may nullify the entire bid.
