The Road Accident Fund (RAF) has issued a Request for Quotation (RFQ PR10119031) to appoint a suitable service provider for emergency medical services. This strategic, single-day procurement ensures the health, safety, and well-being of all attendees, staff, and stakeholders during an official RAF event scheduled for 31 October 2026 at Jack Botes Hall in Polokwane, Limpopo.

Scope of Emergency Services

The appointed service provider will be responsible for comprehensive on-site medical standby and rapid response capabilities. Key deliverables include:

  • Deployment of one (1) fully equipped Advanced or Intermediate Life Support ambulance on-site throughout the day.
  • Provision of two (2) qualified, HPCSA-registered paramedics on-site for the duration of the event (08:00 to 16:00).
  • Supply of a fully stocked, compliant First Aid Kit.
  • Submission of a detailed Emergency Medical Plan tailored to the planned date and venue prior to the event.

Mandatory Compliance Requirements

To be considered responsive, bidders must submit a stringent compliance package demonstrating operational legitimacy and medical readiness. Essential documentation includes:

  • A valid Central Supplier Database (CSD) registration report with an active MAAA status.
  • A current SARS Tax Compliance Status PIN.
  • A valid B-BBEE certificate or sworn affidavit.
  • Valid Health Professions Council of South Africa (HPCSA) registration certificates for all deployed medical personnel.
  • A valid operating license for the emergency medical services vehicle.

Evaluation Criteria

Quotations will be adjudicated using a structured, two-phase evaluation process. Phase 1 involves a strict assessment of mandatory administrative and medical compliance requirements. Bids failing to meet any mandatory criterion will be disqualified immediately. Qualifying bids will then proceed to Phase 2, evaluated on price competitiveness and specific goals in accordance with the Preferential Procurement Regulations. Submitted quotations must remain valid for 30 days from the closing date.
