JB Marks Tender: Printing of Accounts for 3 Years

The JB Marks Local Municipality invites qualified printing service providers to submit bids for the appointment of a service provider for the printing of accounts for a period of three (3) years. This strategic procurement ensures the efficient, secure, and timely production of essential municipal billing documents.

Scope of Services

The scope of work includes:

  • Printing and mailing of monthly municipal accounts
  • Accounts must be mailed within three days of receipt of data files
  • Email accounts to all customer email addresses supplied
  • SMS balances to all consumer cell numbers supplied
  • A4 80gsm bond paper with full colour duplex printing
  • Personalised laser printing on one side of the page
  • Fold, perforate and seal each A4 statement to create its own mailer
  • Sort for maximum postage rebates and deliver to SA Post Office or Municipal office
  • 48-hour turnaround time from sign-off of samples

Mandatory Requirements for Bidders

Bidders must submit the following mandatory documents:

  • Valid Tax Compliance Status PIN from SARS
  • Certified copies of directors and owners identity documents
  • Proof of registration on the Central Supplier Database (CSD)
  • Municipal account of rates and taxes for both the bidding entity and all directors
  • Proof of licence to distribute bulk accounts (postage)
  • Minimum of three contactable references
  • Completed MBD forms including MBD 1, MBD 3.1, MBD 4, MBD 6.1, MBD 8 and MBD 9
  • Company resolution authorising the signatory

Key Dates and Deadlines

  • Date Published: Monday, 14 September 2026
  • Closing Date: Wednesday, 28 October 2026 at 12:00
  • Bid Validity: 120 days from the closing date
  • Briefing Session: None scheduled

Evaluation Criteria

Responsive bids will be evaluated using the 80/20 preferential procurement point system. Eighty points are allocated for price, while twenty points are dedicated to specific goals, including B-BBEE status levels and local enterprise support within the North West province.
