The Small Enterprise Development and Finance Agency (Sedfa), through its subsidiary Khula Business Premises (Pty) Ltd, has re-advertised a Request for Quotation for the supply and application of waterproofing at the Kwamagxaki Shopping Centre in Gqebertha, Eastern Cape.
Project Background and Scope
The shopping centre, located at the corner of Ralo and Cetu Roads in Kwamagxaki, has an aging roof structure requiring preventative maintenance. The scope of work includes comprehensive waterproofing across 1,425m² of tiled roof, with the following key deliverables:
- Cleaning the roof with an eco-friendly, non-toxic solution to remove moss, algae, and pollutants
- Removing and replacing existing gutters (170m) and downpipes (100m) with new 110mm PVC systems
- Repairing or replacing cracked or damaged tiles (allowance for 50m²)
- Sealing all joints, edges, and weak spots with high-performance liquid rubber
- Applying bonding primer and two coats of liquid rubber paint for a flexible, waterproof barrier
- Installing bird proofing for louvres
- Sealing and waterproofing all building penetrations (allowance for 75m²)
- Issuing a minimum 5-year warranty as per manufacturer’s guarantee
Mandatory Requirements
Bidders must comply with the following to avoid disqualification:
- CIDB Registration: Grade 1SN or higher (attach valid certified certificate with CRS number)
- Reference Letters: Minimum of two contactable references for similar work completed in the last three years (must include company name, contact person, scope, and project dates)
- COIDA Registration: Valid certificate from the Department of Labour
- Presence in Eastern Cape: Proof via utility bill (not older than 3 months), valid lease agreement, title deed, CIPC registration showing physical address, or official letter from local councillor

A compulsory briefing and site inspection will be held:

- Venue: Kwamagxaki Shopping Centre, c/o Ralo & Cetu Roads, Kwamagxaki, Gqebertha
Failure to attend will result in disqualification.

The 80/20 preference point system applies, with 20 points allocated for specific goals based on:
- Enterprise Size: Micro (8 points), Small (5.6), Medium (3.2), Large (0.8)
- B-BBEE Status Level: Up to 2 points based on level
- Black Women Owned: 4 points (more than or equal to 30% owned)
- Target Group: Youth: 2 points
- Spatial: Rural: 4 points
- Spatial: Townships: 2.4 points
- Spatial: City: 0.8 points
