uMngeni-uThukela Nsezi WTW Refurbishment Tender

uMngeni-uThukela Water, a state-owned enterprise supplying bulk treated water to municipalities across KwaZulu-Natal, has issued an open tender for the refurbishment and renovation of the control room and plant laboratory at the Nsezi Water Treatment Works. This project is part of the utility’s ongoing investment in critical water infrastructure to ensure operational efficiency and regulatory compliance.

Tender Overview

The tender, numbered 2026/065, invites competent and experienced contractors to submit bids for the conversion of the existing old Nsezi WTP laboratory into a modern control room with a dedicated area for on-line testing. The contract duration is set for six months. The closing date for submissions is Thursday, 08 October 2026 at 12:00, with bids to be deposited in the tender box at the uMngeni-uThukela Water offices at 310 Burger Street, Pietermaritzburg.

Bidders must possess an active CIDB contractor grading of 3GB or higher to be eligible, and attendance at the compulsory clarification meeting is mandatory.

Scope of Work

The successful bidder will be responsible for the following key activities:

  • Conversion of the existing old Nsezi WTP laboratory into a fully functional control room
  • Installation of a partition to create a section for on-line testing
  • Refurbishment of finishes including walls, ceilings, and flooring
  • Electrical and mechanical installations associated with the new control room
  • All necessary building works as per the detailed project specifications and drawings
  • Compliance with all applicable health and safety regulations

Bidders must submit the following documents with their bids:

  • Completed Authority for Signatory form (T2.2.1)
  • Completed Bidder’s Disclosure form (T2.2.2)
  • Preference Points Claim Form (SBD 6.1)
  • Tax Compliance Status PIN from SARS
  • Proof of Attendance at the Compulsory Clarification Meeting
  • POPIA Consent form
  • Tenderer’s Experience schedule with completion certificates and reference letters
  • Key Personnel schedule with CVs and qualifications
  • Method Statement
  • Preliminary Programme
  • VAT Registration Certificate
  • Letter of Good Standing in terms of COID Act
  • Tenderer’s Financial Standing with bank rating or bank details
  • Contractor’s Health and Safety Declaration
  • Letter of Intent for Public Liability
  • Letter of Intent for Performance Guarantee
  • CSD Registration Report
  • CIDB Registration Certificate (3GB or higher)
  • Company Registration Certificate

Evaluation Criteria

Bids will be evaluated in a two-stage process after the initial eligibility check.

Stage 1: Functionality Evaluation – Minimum threshold of 70 points required:

  • Tenderer’s Experience: 30 points
  • Experience of Key Personnel: 40 points
  • Method Statement: 15 points
  • Preliminary Programme: 15 points

Stage 2: Price and Preference Goals – 80/20 preference point system:

  • Price: 80 points
  • Specific Goals: 20 points

Specific Goals Allocation:

  • Entity at least 51% owned by black people: 10 points
  • Entity at least 51% owned by black women: 10 points

Bidders must submit a sworn affidavit or valid B-BBEE certificate to claim specific goals points. Failure to submit proof will result in zero points for those goals.

Submission Details

Bids must be deposited in the Tender Box located outside the main entrance at uMngeni-uThukela Water, 310 Burger Street, Pietermaritzburg by no later than 12:00 on Thursday, 08 October 2026.

The submission must include one original and one electronic copy on a USB stick. The outer package must clearly state the Tender Number, Title of Tender, Closing Date, Closing Time, Tenderer’s Name, and Tenderer’s Address.
