The City of Mbombela has published an open tender (COM55/2026) inviting capable service providers to supply and deliver various seedlings for the Mbombela Community Work Programme (CWP) across all wards within the City’s jurisdiction.

Tender Overview and Key Dates

This Request for Quotation, published on 14 August 2026, seeks a supplier to provide 70,000 seedlings each of spinach, cabbage, brown onion, tomato, and beetroot. Bids close on 24 August 2026 at 11:00, with no briefing session scheduled . Documents are available for free download from the City’s website and e-Tenders portal.

Scope of Delivery

The contract is based on a once-off delivery . The successful bidder will be expected to deliver all seedlings on or before 10 calendar days after appointment and signing of the contract. Failure to deliver within the prescribed period will lead to penalties equal to 5% of the total bid price per day or part thereof.

Compulsory Documentation

Bidders must submit a comprehensive package including:

  • Valid SARS Tax Compliance Status
  • Full CSD registration report (not older than 30 days from closing date)
  • Certified B-BBEE certificate or sworn affidavit (to claim points)
  • Company registration certificate
  • Certified ID copies of business directors
  • Current municipal rates and taxes statement, proof of residence from tribal authority, or lease agreement with lessor’s rates statement for both business and directors

Certified copies must not be older than three months to be regarded as valid.

Preference Points System

The municipality will apply the 80/20 preference point system:

  • 15 points allocated on a proportional basis for enterprise ownership by historically disadvantaged persons (100% black ownership = 5 points, 30% women ownership = 5 points, 30% youth = 2.5 points, 30% disability = 2.5 points)
  • 5 points for EME located within Mbombela area (RDP implementation)

The City will utilize the CSD report for verification of above-mentioned information.
