The South African Weather Service (SAWS) has issued open tender SAWS-466/26 for the supply, delivery, and installation of Clearview fencing at 73 Automatic Weather Stations (AWS) across South Africa. This strategic national procurement targets qualified security infrastructure contractors to protect sensitive, high-value meteorological equipment from theft and vandalism.
Scope of Works and National Footprint
The appointed contractor will be responsible for the following at each of the 73 sites:
- Supply and Installation: Clearview fencing covering a (10 x 10 metre) area per site, with a minimum height of 1.8 metres and shark-teeth spikes on top .
- Materials: 75 x 75mm x 3.0mm thick square tubing for fence posts, and a 4.4mm wire diameter for the mesh panels.
- Gates: A pedestrian swing gate (1200mm wide) with a locking mechanism and shark-teeth spikes.
- Preparation: Site clearing, removal of rubble, and waste disposal.
- Foundations: Concrete foundations for all posts, designed according to industry standards.
- Warranty: All materials must be provided with a 24-month warranty, and a 24-month workmanship warranty is required.
Mandatory Requirements
Bidders must submit the following to be considered:
- CIDB Grading: A valid CIDB contractor grading of 5SQ or higher.
- COIDA Compliance: A valid Letter of Good Standing (COIDA .
- Waste and Safety Plan: A detailed plan for waste management and health and safety, including PPE and safe handling protocols.
- Warranty Confirmation: Written confirmation of the warranty commitments on materials and workmanship.
Mandatory Warranties and Quality Standards
Strict quality guarantees are non-negotiable. Bidders must provide a minimum 24-month material warranty covering the durability of the physical components. Additionally, a 24-month workmanship warranty is mandatory to guarantee that all installations are free from defects caused by labor errors or improper fitting.
Evaluation and Electronic Submission
Proposals will be evaluated based on administrative compliance, technical functionality, and commercial pricing. Bidders must submit a comprehensive technical proposal alongside their pricing schedule. In alignment with SAWS’s digital procurement strategy, all bid responses must be submitted exclusively via the National Treasury’s e-Tender portal.
