The South African Revenue Service (SARS) has issued Request for Proposal RFP 08/2026 for the appointment of a service provider to deliver comprehensive cleaning services at the SARS Kasteel Office Park in Pretoria. This strategic 24-month contract includes an option to extend for up to 12 months, targeting qualified facility management firms to maintain a pristine and compliant working environment.
Scope of Works and Facility Support
The mandate covers the entire Kasteel Park Precinct, encompassing approximately 13,769 square meters across the Buren, Nassau, and Oranje buildings. This is a labour-only contract requiring the provision of 15 vetted cleaners and one supervisor to execute daily, weekly, and monthly cleaning schedules while adhering strictly to occupational health and safety standards.
Mandatory Evaluation Documents (Gate 1)
The following mandatory documents must be submitted with the proposal. Failure to meet any of these requirements will result in disqualification:
- NCCA Registration: Valid proof of registration with the National Contract Cleaners Association.
- COIDA Letter of Good Standing: A valid letter from the Compensation Commissioner.
Technical Evaluation Criteria (Gate 2)
Bidders must score a minimum of 65 out of 100 points in the technical evaluation to proceed. The criteria include:
- Company Profile: Years of experience in the cleaning industry.
- Reference Letters: Up to 20 points for 4+ qualifying reference letters from facilities of 3,000 m² or more.
- Key Personnel Experience: Detailed CV for the cleaning supervisor, with qualifications and supervisory experience.
- Method Statement: A comprehensive operational plan covering cleaning methodology, schedules, health and safety, and quality control.
- Staff Compliance: Uniform policy, contingency plans for absenteeism, and operational readiness.

Bidders must ensure the following documents are completed and submitted:
- SBD 1 (Invitation to Bid): Completed and signed.
- SBD 4 (Bidder’s Disclosure): Completed and signed.
- SBD 6.1 (Preference Points Claim Form): Completed and signed, with points claimed for specific goals.
- Proof of CSD Registration: Submitted with the proposal.
- Draft Agreement: Signed pro forma document.
- Annual Financial Statements: Three most recent years.
- Pricing Response Template: Fully completed and signed.
