SANRAL Seeks Wellness Service Provider in Limpopo

The South African National Roads Agency SOC Limited (SANRAL) has issued an open tender (X.002-227-2025/1F & X.002-228-2025/1F) for consulting services to provide and manage wellness programmes for Routine Road Maintenance (RRM) projects in the Limpopo Province. This strategic contract targets specialized health and wellness consulting firms to support infrastructure workers in remote areas.

Scope of Works and Facility Support

The appointed service provider will be responsible for the complete management and administration of the programme across the entire Limpopo national road network (approx. 4,368 km) .

The scope includes:

  • Health Screenings: Conducting bi-annual HIV Counselling and Testing (HCT), TB, cholesterol, blood pressure, and glucose screening .
  • Training & Support: Providing SETA-accredited training for Wellness Coaches and managing quarterly forum facilitation cluster training .
  • Counselling Services: Operating a 24/7 multilingual call centre for crisis support and providing post-trauma counselling for workers exposed to crash scenes .
  • Reporting & Logistics: Managing all reporting on the ITIS platform, and coordinating logistics for training and ACT wellness days .

Key personnel requirements include a Project Leader, Facilitator/Educator, Wellness Coordinator, Registered Nurses, Lay Counsellors, and Registered Counsellors, with specified qualifications and experience.

Attendance at the mandatory pre-bid clarification meeting is strictly enforced. This virtual session is critical for bidders to understand the technical requirements and operational scope. Failure to attend will result in immediate disqualification.

Strict Submission Protocols

SANRAL enforces rigorous submission guidelines. Telephonic, telegraphic, telex, facsimile, or e-mailed tenders will not be accepted. Bidders must ensure their names and contact details are clearly reflected on the cover page, and tenders may only be submitted using the official issued documentation. Late submissions will be summarily rejected.

Mandatory Documents Checklist

To ensure a responsive bid, bidders must submit the following completed and signed documents as part of their proposal. Failure to submit these may lead to disqualification:

  • Form of Offer (Incorporating SBD7): Fully completed and signed .
  • Form of Banking Details: Completed and signed .
  • Tax Compliance Permission Declaration: Completed to allow SARS to disclose tax status .
  • B-BBEE Verification Certificate: Valid SANAS accredited certificate or sworn affidavit (for EMEs/QSEs) .
  • Schedule of Deviations/Qualifications (Form A4): Any deviations from tender documents must be clearly listed .
  • Proof of Key Persons’ Qualifications: Certified copies of qualifications and professional registrations (e.g., ECSA, HPCSA) for the Project Leader, Facilitator/Educator, and other key staff .
  • Certificate of Authority for Signature (Form A2.1): Board resolution or authority for the signatory to bind the company .
  • Technical Proposal: Detailed methodology, project plan, and CVs for the proposed team .
  • Completed Pricing Schedule (C2.2): All rates and items must be filled in per the instructions .
  • CSD Report: Full report showing registration and tax compliance status .
  • Letter of Good Standing (COIDA): Valid letter from the Compensation Commissioner .
  • Proof of Insurance: Public Liability Insurance (minimum R5 million) as specified in the Contract Data .
