Scope of Services

The appointed service provider will deliver a comprehensive EHW programme aligned with the DPSA Employee Health and Wellness Strategic Framework, covering :

  • 24/7/365 Professional Psycho-Social Support: Toll-free call centre with counselling sessions per employee
  • Short-term Psycho-Social Counselling: Up to twelve face-to-face sessions per employee per annum
  • Critical Incident Stress Debriefing: Group sessions (25 employees per session)
  • Mental Health Referrals: For symptoms or disorders like depression, stress, and anxiety
  • Team Enrichment Sessions: Minimum of 3 sessions per year (stress management, substance abuse, financial management, retirement preparation)
  • Management Coaching: Leadership and management skills sessions (4 workshops per annum)
  • Climate Survey: Annual survey with comprehensive report and implementation plan
  • Utilisation Reporting: 12 monthly reports and 1 annual report

Mandatory Requirements

  • Key personnel must be professionally registered with HPCSA (Health Professions Council of South Africa)
  • All bidders must complete all SCM SBD forms

Evaluation Criteria (Functionality)

Bids will be scored on a total of 100 points, with a minimum threshold of 70 points required to proceed:

  • Company Experience (20 points): Minimum 5 years’ experience in EHWP services, with 3-5 relevant projects supported by reference letters
  • Team Leader (20 points): Qualification (5 points) and experience (15 points) in Clinical/Counselling Psychology at supervisory level
  • Resource 1, 2, and 3 (15 points each): Qualifications and experience of three professional psychologists registered with HPCSA
  • Project Plan/Proposal (15 points): Coverage of all 8 services listed in the scope of work and alignment with DPSA Framework

Specific Goals and Preference Points

Preference points will be awarded for:

  • Women-owned (51% or more): 5 points
  • Disability-owned: 5 points
  • Youth-owned (18-35 years, 51% or more): 5 points
  • B-BBEE Status Level 1-2 (QSE or EME): 5 points
