PetroSA Seeks Service Provider for Medical Waste Management

The Petroleum Oil and Gas Corporation of South Africa (PetroSA) has issued an open tender for the collection, transportation, and disposal of medical waste. This three-year contract, reference number CTT26841, represents a significant opportunity for accredited waste management companies to partner with a major state-owned entity operating in a highly regulated environment.

PetroSA generates medical waste from its Occupational Health and Wellness facility at the Mossel Bay GTL Refinery and the offshore FA Platform. The “cradle-to-grave” principle dictates that healthcare facilities remain liable for their waste until its final destruction , making compliance with regulations like the National Environmental Management: Waste Act (Act 59 of 2008) non-negotiable . The successful bidder will be responsible for the safe and compliant handling of this hazardous material.

Scope of Work Requirements

The appointed service provider will be responsible for:

  • Collection and Disposal: Collecting medical waste from the GTL Refinery on an “as and when” required basis and disposing of it at an authorised facility.
  • National Coverage: Collecting medical waste from other PetroSA business units in Cape Town, Bloemfontein, Johannesburg, and Tzaneen when required.
  • Certification: Issuing a certificate of destruction within 7 days after collection for each facility (separate certificates for the FA Platform and GTLR).
  • Compliance: Ensuring all operations comply with the National Environmental Management: Waste Act, SANS 10248-1, and the Occupational Health and Safety Act .
  • Waste Containers: Providing appropriate containers for proper segregation, including green containers for expired medication, red bags for body fluids, and sharps containers.
  • Temporary Storage: Providing or building a compliant temporary storage facility at the GTL Refinery.
  • Documentation: Ensuring Waste Manifest Documents are signed at every collection.
  • Contingency Plan: Having a contingency plan in place for the collection vehicles.

Key Compliance and Operational Requirements

  • Licensing: The service provider must be licensed by the Department of Environmental Affairs and Tourism (DEAT) to collect and transport medical waste.
  • Vehicles: Transport vehicles must display the universal biohazard symbol, possess SANS hazard dialling, internal spill kits, and be disinfected after each use. The vehicle is prohibited from transporting non-medical waste products simultaneously.
  • Personnel: The vehicle operator must be knowledgeable about the contingency plan.
  • Audits: The service provider must be available for audit to ensure compliance with all relevant legislation.
