The Department of Mineral and Petroleum Resources (DMPR) has issued an open tender for the appointment of a service provider to deliver comprehensive cleaning, hygiene, pest control, and boardroom support services. Scope of Services

The appointed service provider will be responsible for the upkeep of 3,054 m² of office space across four floors . Services are required Monday to Friday, 06h30 to 15h00, with a dedicated cleaner available until 16h00 for emergencies.

The scope includes:

  • Cleaning Services: Daily, weekly, monthly, and quarterly cleaning of all areas, including offices, ablutions, kitchens, and boardrooms
  • Pest Control: Monthly inspections, rodent control, and quarterly fumigation
  • Hygiene Services: Supply and replenishment of consumables like soap, paper towels, toilet paper, and sanitary bins
  • Boardroom Support: Preparing hot water, setting up meeting rooms, and cleaning up after functions

Staffing and Personnel Requirements

The service provider must deploy a team of four (4) permanent personnel: three cleaners and one supervisor. The supervisor must have proven managerial experience in cleaning operations. All staff must be trained and presentable, with a complete uniform and name tag.

Mandatory Requirements

Bidders must submit the following documents with their bids. Failure to do so will result in disqualification:

  • Proof of valid registration for Office Pest Control with DALRRD
  • Valid Letter of Good Standing with COIDA and proof of UIF registration
  • Proof of Public Liability Insurance
  • Proof of membership with a recognized cleaning industry body (NCCA/BEECA)

Evaluation Criteria (80/20 System)

The bid follows a four-stage evaluation process:

  • Gate 1 (Mandatory): Compliance with all mandatory requirements
  • Gate 2 (Administrative): Fully completed and signed SBD forms
  • Gate 3 (Functionality): Minimum threshold of 70% required
  • Gate 4 (Price & Specific Goals): 80 points for price, 20 points for specific goals

Submission Instructions

Bids must be submitted with one original and one copy of the technical proposal to the DMPR, Trevena Campus, Block 2C, 70 Meintjies Street, Sunnyside, Pretoria, by the closing date. All prices must be inclusive of VAT and quoted in South African Rands (ZAR).
