The City of Cape Town has released a Request for Bid (Open-Tender) for the hiring of various buses to meet its diverse transportation needs. This contract represents a significant opportunity for bus operators to secure a long-term agreement with one of South Africa’s largest metropolitan municipalities .
The successful bidder(s) will be appointed for a thirty-six (36) month contract period, providing buses on an “as-and-when required” basis to various departments within the City. The tender follows a “winner-takes-all” allocation model, with the City intending to appoint up to ten tenderers per line item, including alternative service providers to ensure service continuity .
Bus Categories and Technical Specifications
The tender covers a wide range of bus categories, from 17-22 seater minibuses to 65-85 seater coaches . Key technical requirements include:
- Maximum Vehicle Age: 7 years for 17-29 seater buses and 15 years for all larger categories
- Wet Rate Basis: All quotes must be inclusive of driver, fuel, oil, insurance, and all operating costs
- Driver Requirements: All drivers must possess valid licenses and Professional Drivers Permits (PrDP)
- Roadworthiness: Vehicles must maintain valid operating licenses and roadworthy certificates throughout the contract period
Mandatory Submission Requirements
Bidders must submit comprehensive documentation including:
- Registration Certificate (RC1) for each bus offered
- Valid operating licenses for each vehicle
- Proof of vehicle ownership in the tendering entity’s name
- Completed Tax Compliance Status PIN
- CCT Supplier Database registration
- National Treasury CSD registration
Service Delivery and Performance Monitoring
The City maintains strict service delivery standards with performance monitoring through Key Performance Indicators (KPIs). Contractors must:
- Provide emergency hire services within one hour of notification
- Replace defective buses within 60 minutes
- Submit waybills and trip reports within 24 hours of service delivery
- Maintain comprehensive insurance cover including passenger liability of R2.5 million per passenger
Compulsory Site Visit and Briefing Session
A non-compulsory but strongly recommended clarification meeting will be held via Microsoft Teams on Friday, 31 July 2026 at 10:00 . Bidders are encouraged to attend to familiarise themselves with the tender requirements and ask questions.
Evaluation Criteria and Preference Points
The 80/20 preference point system applies, with points awarded for:
- Price: 80 points
- Specific Goals: 20 points (Promotion of Micro and Small Enterprises, Enterprise Supplier Development, Skills Development/Employee Share Scheme)
