The William Humphreys Art Gallery (WHAG) in Kimberley has issued a Request for Proposals for multiple construction services. This is a six-month opportunity for contractors registered with the Construction Industry Development Board (CIDB) in the General Building class.
Tender Overview and Key Dates
The RFP, numbered WHAG-RFP 4-2026, was published on 13 July 2026, with proposals closing on 14 August 2026 at 11:00 . A compulsory briefing session will be held on 22 July 2026 at 11:00 at the WHAG premises . Bids must be submitted to the William Humphreys Art Gallery, 1 Cullinan Crescent, Kimberley . Scope of Work
The project involves multiple construction services to be completed within six months. The scope includes general building works in artifacts storage areas, fabrication of steel sections for painting storage, alterations to offices, replacement of water taps, and conversion of a toilet into an outreach storage facility . Specific work includes constructing steel storage frames covered with expanded metal sheets, installing acoustic panels, painting, plumbing, and structural alterations .
Compulsory Requirements
Bidders must submit proof of a valid CIDB grading of 1GB or higher . The proposal requires the following:
- Reference Letters: At least three contactable reference letters from similar projects
- CV and Qualifications: For key personnel with relevant construction experience
- Project Plan and Methodology: Including management arrangements, timeline, health and safety, and environmental management plans
- Company Profile: Showing a minimum of five years’ experience in similar projects
Evaluation Criteria
Proposals will be evaluated in two stages. First, a functionality evaluation will test the bidder’s capability, with a minimum threshold of 75 points . Functionality is weighted on contractor experience (40 points), key personnel experience (30 points), and project plan quality (30 points) . Bidders who achieve the minimum score will proceed to the second stage, where price and preferential points will be assessed.

Preferential Points Scoring
The 80/20 preference point system applies. Points are allocated for B-BBEE Status (4 points), businesses based in the Northern Cape (4 points), and ownership by youth, women, and people with disabilities (4 points each). Ownership points are awarded on a sliding scale based on the percentage of ownership.
