African Exploration Mining and Finance Corporation (SOC) Ltd has released a Request for Proposal (AE/VLAK004/2026) for the appointment of a panel of service providers to transport crushed coal from its Vlakfontein Mine to various Eskom power stations for a 36-month period .

This strategic procurement supports AEMFC’s mandate to secure South Africa’s energy supply through coal mining and supply for electricity generation. The mine currently produces approximately 208,000 tons of crushed coal per month for Eskom, with the successful contractors required to move 34,667 tons per month each.

Compulsory Virtual Briefing Session and Submission Details

A compulsory virtual briefing session will be held via Microsoft Teams on 08 July 2026 at 10:00. Prospective bidders must register their interest by completing the “Registration of Prospective Bidders Form” and returning it to tender@aemfc.co.za by 07 July 2026.

Sealed bids must be deposited in the bid box at AEMFC’s Waterfall City offices (Building 1, 1st Floor, 74 Waterfall Drive) before 12:00 on 28 July 2026. The bid validity period is 120 business days from closing.

Scope of Work and Operational Requirements

The base delivery point is Kusile Power Station, though destinations may change based on Eskom requirements. Transporters must use 22-meter interlinked side tipper trucks capable of loading 32-34 tons, with the following requirements:

  • Tracking devices installed on all trucks
  • Valid Rotran discs and Eskom induction certification
  • Technical support vehicles for emergency breakdowns
  • Compliance with mine traffic management rules and procedures
  • 24/7 operations including Sundays (AEMFC holds a valid Sunday labour permit)
  • Own Personal Protective Equipment (PPE) and supervision vehicles
  • Trucks yard and maintenance workshop

Equipment Safety Requirements:

  • Yellow strobe lights, reverse alarms, and valid license discs
  • Tarpaulin covers on both trailers with functional rachets
  • 7-metre yellow reflective stripes on both sides of trailers
  • 3x 9kg DCP fire extinguishers and 2x stop blocks

Note: No overnight parking is permitted on the mine, and the mine is not liable for any damage or theft to trucks whilst on site.

Evaluation Process and Requirements

The evaluation follows a two-stage functionality approach before price evaluation:

Stage 1: Functionality Evaluation (80 points, Minimum 75 points required):

  • Company capacity to transport crushed coal (20 points): More than 35,000 tons/month = 20 points
  • Company experience in coal transportation (15 points): More than 5 years = 15 points
  • Proof of trucks availability (15 points): More than 40 trucks = 15 points
  • Supervisor experience (15 points): More than 5 years in coal transport = 15 points
  • Maintenance Artisans experience (15 points): More than 5 years as qualified Diesel Mechanic = 15 points

Stage 2: Equipment Site Inspection (20 points required):

  • Verification of listed trucks, truck yard, workshop facilities, and technical support vehicles
  • Site inspection restricted to top companies achieving minimum 75 points in Stage 1

Stage 3: Price Evaluation (90 points) using the 90/10 preference point system
