The Financial Sector Conduct Authority invites bids for a panel of ten food catering service providers to deliver meals and beverages at its Pretoria offices on an ad hoc basis for two years.
Tender Opportunity Overview
The Financial Sector Conduct Authority (FSCA) has released tender FSCA2026/27-T012 for the appointment of a panel of service providers for food catering services as and when required. This two-year contract, commencing on 01 October 2026, will establish a panel of ten catering service providers to serve FSCA staff at its Riverwalk Office Park premises in Menlo Park, Pretoria. The FSCA, established under the Financial Sector Regulation Act No. 9 of 2017, is a Schedule 3A Public Entity responsible for market conduct regulation and supervision of the financial services industry, with approximately 740 staff members.
Scope of Services
Appointed contractors will supply and prepare snacks and meals to acceptable industry standards, provide beverages, and supply adequate catering equipment including chafing dishes, cutlery, and crockery as required. Service providers must clean all areas where food and beverages are served, including serving stations. The panel will cater for approximately 300 staff members and visitors on-site daily, with the potential for functions and events held after hours or on weekends.
Pre-Qualification Criteria
Bidders must meet specific mandatory requirements to proceed in the evaluation:
- Certificate of Acceptability in terms of Regulation R638 of the Foodstuffs, Cosmetics and Disinfectants Act
- Registration with a recognised Hospitality Industry Association
- Valid COIDA Letter of Good Standing
- Insurance Liability cover to a minimum value of R1 million
Functional Evaluation
Bidders must achieve a minimum of 80 out of 100 points to proceed. Evaluation criteria include:
- Experience and Capacity (55 points): Reference letters demonstrating experience in supplying food services to a corporate environment, and CVs of Operations Managers with relevant experience
- Business Proposal (45 points): Detailed service proposals including staff training plans, cleaning schedules, hygiene audit plans, and Occupational Health and Safety plans
Contract Conditions
Panellists will be invited on a rotational basis and must respond with quotations within 24 hours. Service providers must cater for diverse dietary preferences including vegetarian, vegan, kosher, and halaal options, with valid certification where required. No cooking or food preparation may take place on FSCA premises, and all equipment and food must be set up at least 30 minutes before serving.
