The Eastern Cape Department of Health (ECDoH) has issued an open tender (SCMU3-26/27-0008-HO) for the appointment of a panel of service providers to manufacture, supply, and deliver nurses’ uniforms. This strategic 36-month contract aims to ensure that healthcare professionals across the province are equipped with high-quality, locally sourced attire.

Scope of Supply and District Allocation

The appointed panel will supply uniforms to all ECDoH hospitals and facilities. The contract will be awarded on a per-district basis, covering Alfred Nzo, Amathole, Buffalo City Metro, Chris Hani, Joe Gqabi, Nelson Mandela Metro, OR Tambo, and Sarah Baartman.

Required Documents for Submission

Bidders must submit the following documents to be considered responsive. Failure to provide any of these may result in disqualification:

  • Completed and signed Invitation to Bid (SBD 1)
  • Signed Pricing Schedule (SBD 3.1)
  • Signed Declaration of Interest (SBD 4)
  • Signed Preference Points Claim Form (SBD 6.1)
  • Completed and signed SBD 6.2 (Local Content Declaration with Annexures C, D & E)
  • Valid Tax Compliance Status PIN or CSD MAAA number
  • Certificate of Incorporation (CIPC documents) reflecting names, identity numbers, and addresses of partners, members, or directors
  • Central Supplier Database (CSD) Registration Report
  • Three reference letters (not older than 5 years) from current or previous clients for similar services, clearly indicating duration, contract value, and stamped and signed by the referee
  • Audited Financial Statements for the past 2-3 financial years, OR proof of available credit facility/overdraft, OR a letter of financial support/guarantee on bank letterhead
  • Company profile
  • CVs of key staff
  • Detailed organisational structure
  • Proof of the bidder’s nearest office to the location of the contract
  • Methodology on how uniforms will be distributed to users
  • Certified copies of identity documents of directors/members
  • B-BBEE certificate or sworn affidavit

Mandatory Local Manufacturing and Pricing

A critical condition of this tender is that all bidders must source materials exclusively from manufacturers within South Africa. Prices will remain firm for the first 12 months, with subsequent annual increases subject to Consumer Price Index (CPI) escalation.

Financial Capacity and Compliance

Bidders must demonstrate sufficient financial capacity to execute a rate-based contract. This requires submitting either audited financial statements for the past two to three years or a letter from a registered financial institution confirming credit facilities.

Compulsory Virtual Briefing Session

Attendance at the mandatory pre-bid clarification meeting is strictly enforced. Bidders must register and join the virtual session to understand the technical specifications and local content requirements.
