What the Contract Covers

The successful bidder will be responsible for access control, premises patrolling, asset safeguarding, screening of personnel and visitors, emergency preparedness support, and general crime prevention. The post structure requires one Grade C unarmed day-shift guard and two Grade C unarmed night-shift guards.

Who May Apply

Bidders must be registered with PSIRA, the CSD, and LOGIS before the closing date. A fully functional office within the Chris Hani District is mandatory. Additional requirements include:

  • Valid PSIRA certificate and ICASA licence
  • UIF registration and COIDA letter of good standing
  • Bargaining Council registration
  • Firearm licence registered under the company name
  • Police clearance for company owners
  • Liability insurance of at least R2 million

Evaluation Process

Bids are assessed in two stages. Stage 1 checks administrative compliance. Stage 2 applies a functionality threshold of 70 points across experience (40 points), financial capacity (40 points), and locality (20 points). The final price-and-preference stage uses the 80/20 system — 80 points for price and 20 for specific goals including black, women, youth, and disability ownership.
