The Department of Defence, through the Simon’s Town Procurement Service Centre (SPSC), invites bids for the supply and fit of built-in kitchen cabinets with granite countertops at the Wynberg Military Base. This Request for Quotation (RFQ) is a targeted opportunity for qualified cabinet makers and carpenters with the required CIDB grading.

Tender Overview and Key Dates

The RFQ, numbered SPSC/PQ/011/2026, was published on Monday, 22 June 2026, and will close on Thursday, 16 July 2026 at 11:00. A compulsory briefing session and site viewing will be held on Thursday, 02 July 2026 at 11:00 at the SPSC Wynberg Military Base on Camp Road. Attendance is mandatory, and latecomers will not be permitted.

CIDB Grading and Mandatory Requirements

This project requires bidders to be registered with the Construction Industry Development Board (CIDB) in a contractor grading of GB 1 or higher. Bidders must submit proof of their active CIDB registration and ensure they are compliant with all tax obligations, with tax status verified through the Central Supplier Database (CSD).

Scope of Work

The scope of work involves the supply and fit of custom-built kitchen cupboards and granite tops across four kitchens located in the HQ, Tender, Evaluation, and Contract Management Buildings. The successful bidder will be responsible for the preparation of areas, removal of old cupboards, tiling, and obstructions, and the disposal of all rubble at a municipal site.

Technical Specifications

  • All cupboards must be custom-made with 16mm melamine carcasses and 3mm white backing boards.
  • External surfaces and doors must be in a Lunar Ash mat finish with 2mm impact edging.
  • The contractor must provide a sample (100mm x 100mm) of the melamine Lunar Ash pattern for approval before manufacturing.
  • Top units must be fitted with H-100mm flint, and all units (except drawers) must have one horizontal shelf.
  • All floor units must be fitted with adjustable plastic kitchen legs and chrome-plated kicker plates.
  • Handles must be fitted vertically on doors and horizontally on drawers.
  • Sink openings for double-sinks must be custom-cut to fit existing sinks available on site.
  • Granite countertops (Rustenberg or equivalent) must be properly secured using Sikaflex adhesive, with marine silicon sealant between the wall and cupboard.

Bidders must submit the following mandatory documents to be considered responsive:

  • Completed Pricing Schedule, Price Quotation, detailed Price Breakdown, and Bill of Quantity.
  • A comprehensive Project Plan.
  • SBD 4 (Bidders Disclosure) and SBD 6.1 (Preference Points Claim Form).
  • Sworn Affidavit and Compulsory Enterprise Questionnaire.
  • Proof of Cabinet Making qualifications for all site team members.
  • CSD Full Registration Report (not older than 14 days).
  • Proof of active CIDB registration (GB 1 or higher).
  • Completed SPSC Indemnity Agreement and OHASA Agreement.
  • Completed Defence Intelligence Questionnaire.
  • Completed SPSC Group Questionnaire.
