Rustenburg Local Municipality invites qualified construction contractors to submit bids for the repairs and maintenance of its Electricity Department building. This open tender (RLM/DCD/0034/2025/26) presents a strategic opportunity for CIDB-graded enterprises to deliver critical infrastructure upgrades within the North West province.
Scope of Works and CIDB Requirements
The project entails comprehensive repairs and maintenance to ensure the structural integrity and operational efficiency of the municipal electricity department building. Bidders must hold a valid CIDB grading designation of 2GB or higher. The contract will be governed by the General Conditions of Contract for Construction Works (3rd Edition, 2015).
Scope of Work – Key Activities (Excerpt)
The pricing schedule includes detailed items. Key activities include:
- External Work: High-pressure clean walls (709m²), new HDPE water line (130m), new fire hydrant (2), gutter cleaning (160m), tree cutting & removal (28 trees), roof waterproofing with flashband (2,400m²), parapet wall waterproofing (250m)
- Front & Back Façade: Burglar mesh screens, Trellidor doors (front entrance, boardroom, back entrance)
- Kitchen & Toilets: New 100L geyser (3), service WC pans (4)
- Boardroom & Offices: Remove carpet, install 600×600 ceramic tiles (approx. 156m² total), replace vertical blinds (7.6m²)
- Testing & Instrumentation Section: Remove timber doors, install Meranti double doors (4), new Trellidor doors (3), new ceilings (200m²), LED light fittings (100), paint window frames (67m²), replace carpet (45m²)
- Flower Box: Rebuild raised brick layer (3m²), concrete slab (3m³), tile resting area (30m²), supply eco picnic bench (3), palm trees (6)
- Painting: Interior walls (2,466m²), exterior walls (110m²), ceilings & beams (865m²), windows (340m²), doors (184m²)
Contingency: 10% of sub-total (for unexpected costs).
Mandatory Submission Requirements (Disqualifiable)
Bidders must submit the following hard copy document plus an electronic copy on a USB (clearly marked with company name). Failure to submit any of the following will result in disqualification:
- Valid proof of payment (R250.00, reference: 0034+Company name)
- CSD registration documents (proof of registration at least 7 days before closing)
- Audited financial statements (if “YES” on MBD 5 question 1)
- CIDB Grading Certificate (2GB or higher)
- Original sworn affidavits and certified documents (where required)
- Authority of signatory (printed on bidder’s letterhead)
- Valid signed Joint Venture Agreement (if applicable) – must include company names, registration numbers, lead partner, % sharing, and operating address
- Municipal rates and taxes statements for each director (or valid lease agreement/affidavit/tribal letter)
- Municipal rates and taxes statements for the company (or lease/affidavit/tribal letter)
Note: For procurement <R10m, awards will not be made to bidders owing municipal rates and taxes for >90 days at closing.
Mandatory Compliance and Evaluation
Proposals will be adjudicated using the 80/20 preferential procurement system. Administrative compliance is strictly enforced, and bidders must ensure their tax compliance status and CIDB grading are verified via the Central Supplier Database (CSD). Bids must remain valid for 90 days from the closing date.
Compulsory Briefing Session
Attendance at the mandatory site clarification meeting is strictly required. Failure to attend will result in immediate disqualification.
