The Eastern Cape Gambling and Betting Board (ECGB) has issued an open tender (ECGB-26/27-BID 01) for the provision of comprehensive travel management services. This strategic 36-month contract aims to streamline corporate travel logistics for the Board’s officials, ensuring cost-effective and efficient booking solutions across the province and beyond.

Scope of Work – Key Service Requirements

The successful TMC will be responsible for:

  • Reservations & Bookings: Air travel (domestic, regional & international), accommodation, car rental, shuttle services, conference/event bookings, and parking facilities.
  • After-Hours & Emergency Services: Dedicated consultant availability Monday–Friday 17h00–08h00 and 24/7 on weekends & public holidays.
  • Financial Management: 30-day bill-back account facility, consolidation of supplier invoices, and proof of cost savings.
  • Reporting: Monthly and quarterly reports in line with National Treasury cost containment instructions (Microsoft Excel format).
  • Technology: Online Booking Tool (OBT) capability, automated reporting, and secure data management.
  • Value-Added Services: Destination information (visa, health alerts, weather, business etiquette), SMS notifications, global travel risk management, and VIP executive services.

Mandatory Pre-Qualification Documents (Stage 0)

Failure to submit any of the following will result in disqualification:

  • Completed and signed SBD 1 (Invitation to Bid)
  • Written confirmation that SARS may disclose tax compliance status on an ongoing basis
  • Proof of tax compliance via CSD (or hard copy TCS PIN)
  • Completed and signed SBD 4 (Declaration of Interest) and SBD 6.1 (Preference Points Claim Form)
  • Proof of CSD registration (Central Supplier Database)
  • ASATA active certificate (certified copy)
  • Completed Pricing Schedule (Annexure A – separate envelope)

Optional (non-disqualifying but zero points if omitted): Completed reference templates and proof of office location.

Evaluation and Specific Transformation Goals

Bids will be adjudicated using the 80/20 preferential procurement system. Eighty points are allocated for competitive pricing, while 20 specific goal points promote targeted economic transformation. Points are awarded for:

  • 50% or more black female ownership (5 points)
  • Qualifying MSME (EME or QSE) status (5 points)
  • Enterprises physically based within the Eastern Cape (5 points)

Mandatory Submission Guidelines

Physical submissions are strictly required. Sealed bid documents must be deposited in the designated tender box at the ECGB headquarters. Emailed, faxed, or late submissions will be automatically disqualified.
