The Mpumalanga Provincial Treasury has re-advertised an open tender (TREA/025/26/MP) to appoint a panel of software developers. This strategic five-year (60-month) contract aims to drive digital transformation by developing both citizen-facing (G2C) and internal (G2E) digital solutions, addressing fragmented ICT systems and enhancing service delivery across the provincial administration.

Scope of Work and Project Allocation

The appointed panel will address the growing need for integrated, accessible, and cost-effective software solutions. Work allocation will be managed through a rotational schedule for smaller, low-complexity projects, or via mini-bids and Requests for Quotation (RFQs) for medium to large-scale developments based on technical capability and turnaround time.

Panel Structure and Allocation of Work

Service providers that meet the mandatory and technical requirements will be appointed to form a pre-approved panel consisting of multiple service providers to ensure sufficient capacity, specialisation, rotation, and competition.

  • Rotation basis: For smaller, low-complexity projects, work allocated on a rotational schedule
  • Request for Quotation (RFQ): For medium to large projects, mini-bid or RFQ to selected panel members based on price, technical capability, and turnaround time
  • Capability-based allocation: For highly specialised or urgent projects, direct allocation to a panel member with proven expertise

Performance-based considerations apply – poor performance may result in reduced allocation or removal from the panel. Appointment to the panel does not guarantee allocation of work.

Key Deliverables

  • Functional systems developed according to approved requirements, scalable, secure, and interoperable
  • Complete source code, configuration files, and scripts handed over upon project completion
  • All intellectual property remains the property of the Mpumalanga Provincial Government
  • Comprehensive technical documentation, end-user manuals, and maintenance guides
  • Test plans, test cases, and quality assurance reports
  • Training to system users, administrators, and technical staff
  • Central code repository provided
  • Final project report and sign-off documents

Mandatory Compliance and Intellectual Property

Bidders must demonstrate strict adherence to the Corporate Governance of ICT Policy Framework, POPIA, and ISO/IEC 27001 security standards. Crucially, all customized source code, configuration files, and intellectual property developed under this contract remain the exclusive property of the Mpumalanga Provincial Government. Developers must ensure well-structured, version-controlled code and provide a central code repository upon project completion.

Mandatory Returnable Documents (Disqualification if not submitted)

  • The bid document must be securely bound or filed
  • Invitation to Bid (SBD 1) fully completed
  • Fully completed and signed SBD 4 (Bidder Disclosure)
  • Valid SARS Tax Compliance Status PIN Letter
  • Copies of CIPRO/CIPC Company registration documents
  • Joint Venture/consortium/partnership agreement and resolution (if applicable)
  • Certified copies of identity documents of all directors (not older than three months)
  • Central Supplier Database (CSD) printout report

Evaluation and Functionality Criteria

Proposals will undergo a rigorous functionality evaluation with a minimum threshold of 70 points. Scoring heavily weights the proposed software development methodology (Agile, Waterfall, or Hybrid), quality assurance, risk management, and knowledge transfer strategies aligned with government ICT standards.

Attendance at the mandatory clarification meeting is strictly required for bid validity.
