Mkhondo Local Municipality has issued an open tender (MKHO25/2025/26) for the provision of labour carrier transport services on an ad-hoc basis. This strategic 36-month contract supports the municipality’s forestry division by ensuring the safe, compliant, and reliable daily transport of plantation employees across the eMkhondo region in Mpumalanga.
Scope of Work and Vehicle Specifications
The successful bidder will provide a medium-duty labour carrier truck, such as a Hino 300 or Isuzu NPR, or an equivalent vehicle. The truck must adhere to strict chassis and body specifications to ensure the safe conveyance of forestry workers. Services will be rendered on an as-and-when-required basis as directed by the municipal forestry division.
Mandatory Vehicle Specifications
The required truck must be a medium-duty vehicle (e.g., Hino 300 or Isuzu NPR equivalent) with:
- Seating: 24–33 workers with seatbelts for all passengers
- Engine: 4-cylinder diesel, turbocharged (approx. 110 kW)
- Safety Features: Fire extinguisher, first aid kit, emergency exits
- Drivetrain: 4×2 or 4×4 with heavy-duty leaf springs
Submission & Compliance Requirements
Bidders must submit their responses in a sealed envelope to the tender box at No. 33 Corner Market and De Wet Street, eMkhondo. Below are the compulsory documents:
- Valid Tax Compliance Status PIN
- Comprehensive CSD registration report (not older than 30 days)
- Certified copy of municipal account (May 2026) – no arrears >90 days
- Proof of Labour Carrier Transport ownership or valid Letter of Intent
- MBD forms (1, 2, 3.1, 4, 6.1, 7.1, 8, 9) and Enterprise Questionnaire
- Letter of Authority to sign the bid & certified ID copies of all directors
Mandatory Compliance and Subcontracting
Prospective service providers must submit a comprehensive Central Supplier Database (CSD) report not older than 30 days, valid tax compliance status, and certified municipal accounts confirming no arrears exceeding three months. Crucially, the successful bidder must subcontract a minimum of 30% of the contract value to an Exempted Micro Enterprise (EME) residing within the Mkhondo Local Municipality jurisdiction.
Evaluation and Preference Points
Bids will undergo a rigorous two-stage evaluation. Bidders must achieve a minimum functionality threshold of 55% to proceed to the 80/20 preferential procurement stage. The 20 specific goal points heavily reward 100% black-owned enterprises, local EMEs, and entities demonstrating strong Corporate Social Investment (CSI) initiatives.
