Location and Service Requirements
Services are required at a specific agricultural property within the City of Tshwane Metropolitan Municipality. The appointed provider will deliver comprehensive security guarding tailored to the operational needs of the facility. Providers must demonstrate capacity for rapid deployment, site-specific risk assessment, and adherence to departmental security protocols throughout the contract duration.
Mandatory Compliance Documents
Failure to submit any of the following will result in immediate disqualification:
- Company resolution on letterhead authorising signatory
- Valid PSIRA company accreditation certificate
- Valid PSIRA letter of good standing
- PSIRA Grade A or B certificates for directors/owners
- COIDA letter of good standing for security services
- Valid letter of good standing from Private Security Sector Provident Fund (PSSPF)
- Valid registration and paid-up levies from NBCPSS
- Minimum of 10 valid firearm licences (Firearms Control Act 2000)
- Public liability insurance cover of at least R1 million
Operational Requirements
Key obligations for the successful bidder include:
- 24/7 operational control room with base radio, telephone, and communication system
- Electronic clocking system to monitor patrols
- Monthly and quarterly incident reports to the Assistant Director: Physical Security
- SAPS criminal record clearance certificates for all personnel (at bidder’s expense)
- Compliance with minimum wages as per PSIRA tariffs (2025/2026 NBCPSS pricing guide)
- Oath of secrecy signed by all personnel before commencement
Compulsory Briefing Session
A mandatory site briefing will be held on Friday, 24 April 2026, at 11:00 at the farm location (coordinates: 28.7488, -25.9059). Attendance is compulsory; failure to participate will result in immediate disqualification. This session allows bidders to assess site-specific risks and clarify scope expectations directly with departmental representatives.
