The Department of Correctional Services (DCS), Eastern Cape Region, invites qualified Built Environment Contractors to submit Expressions of Interest for prequalification as a competent panel of mechanical engineering service providers. This tender (RCECB 3/2025) targets contractors with CIDB Grade 2 or higher in the ME (Mechanical Engineering) class of work for a two-year panel appointment on an “as and when required” basis.

Eligibility and Registration Requirements

Prospective bidders must meet the following mandatory criteria:

  • Valid and active CIDB registration certificate or CRS number in Grade 2 or higher (ME class of works), including PE status contractors
  • Proof of registration on the National Treasury Central Supplier Database (CSD)
  • Contractors must be based in South Africa and not listed on the National Treasury’s Database of Restricted Suppliers
  • No joint venture submissions will be accepted for this prequalification process

Operating Areas and Service Coverage

The appointed panel will service multiple management areas across the Eastern Cape Region, including:

  • Mthatha, Kirkwood, East London, Sada, St Albans, and Amathole Management Areas
  • Regional Office: Eastern Cape
  • Scope includes urgent maintenance, repairs, alterations, upgrades, and new mechanical works at DCS facilities

Expressions of Interest must be submitted as an original copy in clearly marked, sealed envelopes indicating the tender reference number. Submissions must be deposited at:

Evaluation and Selection Process

Qualifying contractors must achieve a minimum functionality/quality criteria score of 70% to be admitted to the panel. Evaluation considers company profile, relevant project experience, key personnel expertise with certified CVs and trade test certificates, and preferred area of operation. Successful bidders will be positioned for call-off contracts as maintenance needs arise throughout the two-year panel period.
