Govan Mbeki Local Municipality has published a tender for the expansion of a panel to appoint seven competent service providers for the supply and delivery of ICT products. This tender, designated 8/3/1-05/2026, seeks to establish a panel for a period of 36 months to meet the municipality’s technology procurement needs.
Scope of Work: ICT Products Supply
The appointed service providers will supply and deliver a range of ICT products as required by the municipality. The exact product specifications will be detailed in the tender documents, available for purchase from 30 March 2026. The panel expansion aims to increase the pool of qualified suppliers to ensure efficient and competitive procurement of technology goods.
Tender Document Collection
Tender documents are available at a non-refundable fee of R1,000.00, payable at the municipality’s Cash Point. Documents will be available from 30 March 2026. No electronic fund transfers (EFT) will be accepted for document purchases.
Mandatory Submission Requirements
Bidders must submit the following compulsory documents. Failure to do so will result in disqualification:
- Tax Compliance: Copy or print of SARS Tax Compliance Status PIN.
- Municipal Rates: Copy of directors’ or company municipal rates accounts (not older than three months, not in arrears), or a valid lease agreement, or a stamped letter from a tribal authority for un-proclaimed areas.
- CSD Registration: Proof of registration with the Central Supplier Database (summary report).
- Completed Forms: MBD 3.1, Form of Offer, MBD 4, MBD 6.1, MBD 8, MBD 9, and Resolution of Board of Directors.
- Joint Venture Agreement: If applicable.
Evaluation: 80/20 Preference Point System
The tender will be evaluated using the 80/20 preference point system. Specific goals (20 points) are allocated as follows:
- Race: 6 points
- People with disability: 2 points
- Youth: 2 points
- Women: 2 points
- Locality: 8 points
Bidders will be evaluated on their ability to execute the project in terms of MFMA SCM regulation 28(1)(b).
Submission Instructions and Closing Date
All bids must be hand-delivered in a sealed envelope clearly marked with the tender number, description, closing date, and name of the tenderer. Submissions must be placed in the tender box at the reception area of the Govan Mbeki Municipality, Horwood Street, Secunda. No telephonic, email, or late submissions will be accepted.
