The Passenger Rail Agency of South Africa (PRASA) has published a Request for Quotation for the appointment of a turnkey contractor to supply and deliver portable drinking water in the South Gauteng region. This tender, designated RFQ06-01/03/2026, seeks a service provider for a period of 24 months to address water shortages at PRASA stations, depots, and offices.
Scope of Work: Water Tanker Deliveries
The appointed contractor will be responsible for delivering potable water to JOJO tanks located at various PRASA sites. Key requirements include:
- Water Tankers: Minimum capacity of 10,000 litres per tanker. A minimum of five tankers is estimated for the contract.
- Vehicle Specifications: Rigid trucks with minimum output of 260KW/350hp, manual or automatic, 6X4 or 6X6 configuration.
- Ancillary Equipment: Suction pump with 8m hose, four 1-inch side taps with delivery hoses, one 2-inch outlet with 50mm heliflex hose, and a bulk meter on the outlet pipe.
- Disinfection: Tankers must be disinfected before contract commencement and every three months thereafter, with valid certificates provided.
Mandatory Submission Requirements
Bidders must submit the following mandatory documents. Failure to comply may result in disqualification:
- Stage 1A (Mandatory): Completed and signed RFQ documentation, including all declarations and pricing schedule. Joint Venture agreements (if applicable) must be submitted.
- Stage 1B (Other Mandatory): Valid Tax Clearance Certificate or SARS PIN, CSD registration number, valid B-BBEE certificate or sworn affidavit, copies of directors’ ID documents, Letter of Good Standing (COIDA), proof of banking account, and company registration certificate.
Functionality Evaluation: Minimum 70% Threshold
Bids that meet mandatory requirements will be evaluated on functionality. The minimum threshold is 70%. Scoring is as follows:
- Company Experience (30 points): Points awarded for successful completion of water tanker supply projects with a minimum value of R450,000 in the last five years.
- Experience of Key Personnel (45 points): Qualifications and experience of Water Quality Technician, Fleet Officer, and Code 14 truck drivers with PDP.
- Resource Availability (25 points): Proof of ownership or rental agreement for 10,000-litre water tankers.
Price and Specific Goals (80/20 System)
The final evaluation applies the 80/20 preference point system:
- Price (80 points): Scored using the formula Ps = 80 (1 – (Pt – Pmin) / Pmin).
- Specific Goals (20 points): B-BBEE Level 1 (10 points) or EME/QSE at least 51% black-owned (10 points). Supporting evidence required.
Submission Instructions and Closing Date
All bids must be hand-delivered in a sealed envelope to Ujantshi House, Ground Floor, 30 Wolmarans Street, Braamfontein. No telegraphic, telephonic, fax, email, or posted submissions will be accepted. Late submissions will not be considered. Bids must remain valid for 60 working days.
