Onderstepoort Biological Products Limited (OBP), a leading manufacturer of veterinary vaccines in South Africa and a subsidiary of the Department of Agriculture, Land Reform and Rural Development, has issued a Request for Quotation (RFQ) under reference number RFQ/OBP385/2025/26 for the supply and delivery of 20 Merino lambs for use in critical vaccine efficacy and safety testing. This highly specialised procurement supports OBP’s mandate to produce high-quality, life-saving biologicals for livestock health and national food security.
Overview of the OBP Merino Lambs RFQ
Published on 2 March 2026, this RFQ is open to registered livestock farmers and suppliers who can provide animals meeting strict immunological and health criteria. The lambs will be used in controlled laboratory settings to evaluate vaccines for diseases including Rift Valley Fever, Heartwater, Chlamydia, Pulpy Kidney, and Blue Tongue—diseases that pose significant threats to South Africa’s agricultural economy.
Technical Requirements and Animal Specifications
The successful supplier must deliver:
- 20 Merino lambs, preferably 4 to 8 months old (post-weaning)
- Male lambs must be castrated
- Animals must be susceptible (i.e., not previously vaccinated or exposed) to the five target diseases
- A vaccination history for the source flock must be provided, confirming no prior exposure to the specified pathogens
- All lambs must be readily available for pre-bleed testing and production trials
- No deworming within a specified period prior to delivery
In addition, the supplier must confirm that 30 lambs are available for initial screening, from which 20 will be selected based on test results.
Mandatory Documentation and Compliance Criteria
To be considered responsive, bidders must include:
- Valid SARS Tax Compliance PIN or proof of CSD registration
- CSD Report (not older than 2 months) showing active and compliant status
- B-BBEE certificate or sworn affidavit (EME/QSE acceptable)
- Two (2) reference letters from similar livestock supply contracts within the last 12 months
- Fully completed Standard Bidding Document (SBD 4 – Declaration of Interest)
- Quotation on official company letterhead, clearly indicating VAT status
Incomplete or non-compliant submissions will be disqualified.
Evaluation Methodology and Preference Point Allocation
This RFQ will be evaluated under the 80/20 Preferential Procurement System:
- 80 points for competitively priced, compliant offers
- 20 points for specific empowerment goals:
- 10 points: 51%+ Black ownership
- Additional points for women, youth, or disability ownership where verified
Preference claims must be supported by certified documentation from the CSD report and B-BBEE affidavit. Unverified claims receive zero points.
OBP reserves the right to cancel or re-advertise the RFQ and will notify unsuccessful bidders only if requested.
