The William Humphreys Art Gallery (WHAG), a Schedule 3 public entity and public benefit organisation under the National Department of Sport, Arts and Culture, has issued a Request for Proposal (RFP) under reference number WHAG RFP 3-2026 for the establishment of a panel of accredited Travel Management Companies (TMCs). This panel will provide professional, compliant, and cost-effective travel procurement and management services to WHAG on an “as-and-when-required” basis over the contract period.
Overview of the WHAG Travel Management Services Panel RFP
Published on 25 February 2026, this RFP invites qualified and registered travel management firms to join a pre-approved service provider panel in full compliance with the Public Finance Management Act (PFMA) and the National Travel Framework. The initiative supports WHAG’s operational needs—including staff travel for exhibitions, research, training, and inter-institutional collaboration—while ensuring transparency, auditability, and value for money.
Scope of Services and Compliance Requirements
Appointed TMCs will be required to deliver end-to-end travel services, including:
- Domestic and international flight bookings
- Accommodation reservations
- Ground transportation coordination
- Visa and travel documentation support
- 24/7 emergency travel assistance
- Detailed travel reporting and reconciliation
All services must align with WHAG’s travel policy and national SCM prescripts. Bidders must demonstrate proven experience in serving public sector clients and possess robust digital booking platforms, secure payment systems, and dedicated account management.

Mandatory Documentation and CSD Registration
All bidders must:
- Be registered on the Central Supplier Database (CSD) at www.csd.gov.za
- Submit a valid SARS Tax Compliance PIN
- Provide a B-BBEE certificate or sworn affidavit
- Complete and sign all Standard Bidding Documents (SBDs) included in the RFP package
- Declare any relationships with WHAG employees or conflicts of interest per WHAG-SBD4
Failure to meet these requirements will result in automatic disqualification.
Evaluation Criteria and Preference Point Allocation
This RFP will be evaluated under the 80/20 Preferential Procurement System:
- 80 points for competitively priced, compliant proposals
- 20 points for specific empowerment goals, including:
- Black ownership (up to 4 points based on shareholding thresholds: >50% = 4 pts, >40% = 3 pts, >25% = 2 pts, >10% = 1 pt)
- Additional points may be allocated for women, youth, or disability ownership where verified
Preference claims must be supported by certified documentation. Only compliant and responsive bids will proceed to scoring.
