The Umzimvubu Local Municipality in the Eastern Cape has issued an open Request for Bid for the appointment of service providers to conduct ploughing mechanization across 28 wards over a two-year period. The initiative supports local agrarian development and poverty alleviation through structured maize field preparation. The tender is divided into five (5) geographic clusters, with separate bid documents for each. Submissions must be hand-delivered by 12:00 on Friday, 6 March 2026, to the Municipal offices in Mount Frere.
This is a strategic opportunity for agricultural contractors with machinery, technical expertise, and experience in public sector farming programmes.
Project Scope: Structured Agrarian Support Across Five Clusters
The successful bidders will perform comprehensive mechanized field operations, including:
- Ripping
- First and second disking
- Planting
- Pre- and post-emergence spraying
- Top dressing
Work will be carried out on yellow maize fields across 28 wards, grouped into five distinct clusters. Each cluster covers specific villages and hectare allocations, with Cluster A (65 ha) and Cluster B (90 ha) already defined. Total project area exceeds 300 hectares.
Mandatory Requirements and Documentation
Bidders must submit:
- Valid registration on the Central Supplier Database (CSD)
- SARS Tax Compliance PIN or clearance certificate
- B-BBEE Certificate or sworn affidavit
- Certified ID copies of managing directors/owners
- Completed Municipal Bidding Documents: MBD 1, MBD 4, MBD 6.1, MBD 8, and MBD 9
- Proof of municipal account compliance (no arrears beyond 30 days) via statement, affidavit, lease agreement, or residential confirmation
- Evidence of suitable agricultural machinery and operational capacity
Joint ventures must provide a notarised agreement and ensure all partners meet these criteria.
Evaluation Criteria: Functionality and 80/20 Preference System
Bids will be assessed using a three-stage process:
- Administrative Compliance: Verification of all mandatory documents
- Functionality Assessment: Based on Capacity (40 points), Experience (40 points), and Methodology (20 points) – minimum 70 points required to proceed
- 80/20 Preferential Procurement Scoring:
- 80 points: Price competitiveness
- 20 points: Specific Goals – 4 points each for:
- 50%+ youth ownership
- 50%+ female ownership
- 100% Black ownership
- Disability inclusion
- Locality within Umzimvubu Local Municipality
Preference will be given to local SMMEs and cooperatives.
