ARC Seeks Translocation of 3 Buffalo from EC to Pretoria

The Agricultural Research Council (ARC) has issued a Request for Quotation (RFQ) under reference number OVI01REQ003439 for the translocation of three (3) buffalo from Shamwari Game Reserve in the Eastern Cape to the ARC-Onderstepoort Veterinary Institute (ARC-OVI) in Pretoria. The operation requires a SABS-compliant game trailer, veterinary oversight, and expert handling to ensure animal welfare and biosecurity. Submissions must be emailed by 11:00 on Thursday, 19 February 2026, to Galanem@arc.agric.za.

This is a highly specialised, time-sensitive opportunity for experienced wildlife transporters with proven expertise in large bovid logistics.

Scope of Work: Safe and Compliant Wildlife Relocation

The successful service provider will:

  • Transport 3 buffalo from Shamwari Game Reserve (Eastern Cape) to ARC-OVI, Pretoria
  • Use a SANS 1884-2 / SABS 0331-compliant game trailer with:
    • Fully functional sliding compartment doors
    • Roof hatches for ventilation and observation
    • Dull red lighting for night monitoring
    • Dimensions: 12.5–18.5m length, 2.6m width, 4.3m height
    • SABS-approved reflective tape and chevron board
  • Provide an accredited veterinarian on-site during loading and transit
  • Ensure transport occurs between 23 February and 6 March 2026, potentially at night based on animal health and weather conditions

All operations must comply with national animal welfare, transportation, and biosecurity regulations.

Mandatory Requirements and Experience Criteria

Bidders must demonstrate:

  • Minimum 10 years’ experience in wildlife translocation
  • Proven track record in buffalo or large bovid transport (at least two client reference letters required)
  • Valid SARS Tax Compliance PIN and CSD registration
  • B-BBEE Certificate or sworn affidavit
  • Completed Standard Bidding Documents: SBD 4 (Declaration of Interest) and SBD 6.1 (Preference Points Claim)

Preference will be given to service providers based in the Eastern Cape.

Evaluation Criteria: 80/20 Preferential Procurement System

Quotations will be scored using the 80/20 system:

  • 80 points: Price (lowest compliant quote = 80; others scored proportionally)
  • 20 points: Specific Goals, including Black, women, youth, disability, and military veteran ownership

Only complete, responsive, and compliant submissions will be evaluated.
