The Elias Motsoaledi Local Municipality (EMLM) in Limpopo has issued an open Request for Proposal (RFP) under reference number EMLM 19/2026 for the rehabilitation, operation, and maintenance of the public ablution facility—commonly known as the Standard Bank Toilets—located on the remainder of Erf 100 in Groblersdal Town. The contract will span 36 months and aims to restore this critical public amenity to full functionality, ensuring it is safe, clean, accessible, and sustainably managed. Submissions must be delivered in hard copy by 11:00 on Friday, 6 March 2026, to the Municipal offices in Groblersdal.
This initiative supports the Municipality’s commitment to dignified service delivery, public health, and inclusive urban space management.
Project Objective: Restoring a Vital Public Amenity
The Standard Bank Toilets serve as a key sanitation facility in Groblersdal’s central node. However, years of underinvestment have led to deterioration in structure, hygiene, and security. The selected service provider will be responsible for:
- Full rehabilitation and refurbishment of the facility to operational standards
- Daily cleaning, waste removal, and restocking of consumables (soap, toilet paper, etc.)
- Routine maintenance of plumbing, electrical, and structural components
- Security and vandalism prevention measures
- Monthly reporting on usage, maintenance, and user feedback
The goal is to create a model public facility that encourages community ownership and enhances the town’s public realm.
Scope of Work: Integrated Rehabilitation and Management
The successful bidder will deliver a turnkey solution, including:
- Assessment and repair of existing infrastructure
- Installation of water-saving fixtures, lighting, and ventilation
- Provision of secure access control and anti-vandalism features
- Implementation of a daily cleaning and hygiene schedule
- Community engagement to promote responsible use
All work must comply with Municipal By-Laws, National Building Regulations, and public health standards.
Mandatory Requirements and Documentation
Bidders must submit:
- Valid registration on the Central Supplier Database (CSD)
- SARS Tax Compliance PIN or clearance certificate
- B-BBEE Certificate or sworn affidavit (Level 1–8 or EME/QSE)
- Completed Standard Bidding Documents: SBD 4 (Declaration of Interest) and SBD 6.1 (Preference Points Claim)
- Company profile and evidence of experience in facility management or municipal sanitation services
- Proposed methodology, team structure, and 36-month operational plan
Joint ventures must provide a notarised agreement and ensure all partners meet these criteria.
Evaluation Criteria: 80/20 Preferential Procurement System
Proposals will be scored using the 80/20 system:
- 80 points: Price (lowest compliant = 80; others scored proportionally)
- 20 points: Specific Goals, including Black, women, youth, disability, and military veteran ownership
Only complete, responsive, and compliant submissions will be evaluated. All pricing must be firm, all-inclusive, and valid for 90 days from the closing date.
