The Department of Mineral and Petroleum Resources (DMPR) has issued an open Request for Bid under reference number DMPR/020/2025/26 for the appointment of a suitably qualified service provider to deliver comprehensive managed backup services, including the implementation of a secure cloud backup solution, ongoing maintenance, and technical support for a period of three (3) years. The contract will safeguard critical mining application data hosted on Microsoft Azure and ensure business continuity across national operations. Submissions close at 11:00 on Wednesday, 18 February 2026.
A compulsory virtual briefing session will be held on 3 February 2026 at 10:00 via Microsoft Teams—attendance is mandatory for all bidders.
Scope of Work: End-to-End Data Protection and Disaster Recovery
The successful bidder will implement and manage a robust backup and disaster recovery solution covering:
- Full daily backups of all DMPR systems, including the mining application on Microsoft Azure
- Incremental backups as needed to minimise data loss
- Offsite replication to a geographically separate location (Johannesburg Regional site)
- 24/7 monitoring, alerting, and rapid restoration capabilities
- Compliance with POPIA, cybersecurity standards, and government ICT policies
- User training, documentation, and quarterly performance reporting
All services must guarantee ≥99.9% uptime and meet strict recovery time (RTO) and point (RPO) objectives.
Mandatory Technical and Compliance Requirements
Bidders must demonstrate:
- Valid registration on the Central Supplier Database (CSD)
- SARS Tax Compliance PIN or clearance certificate
- B-BBEE Certificate or sworn affidavit (Level 1–8 or EME/QSE)
- Three verifiable references for similar cloud backup or managed IT services contracts in the past five years
- Certified technical staff with expertise in Azure, backup orchestration, and disaster recovery
- Completed Standard Bidding Documents: SBD 4 (Declaration of Interest) and SBD 6.1 (Preference Points Claim)
Joint ventures must ensure all partners meet these requirements.
Evaluation Process: Functionality and 80/20 Preference System
Proposals will be assessed in two phases:
- Functionality Evaluation: Based on technical design, experience, staffing, and disaster recovery methodology
- 80/20 Preferential Procurement Scoring:
- 80 points: Price (lowest compliant = 80)
- 20 points: Specific Goals (Black, women, youth, disability ownership, and SMME status)
Only bidders who pass the functionality threshold will proceed to price evaluation.
