The City of Cape Town has issued an open Request for Bid under tender number 131S/2025/26 for the provision of integrated garden and cleaning services at community service and health facilities, as well as public open spaces—including parks, greenbelts, cemeteries, road reserves, and recreational sites—across all six administrative areas of the metro. The contract spans 36 months and requires a responsive, compliant, and well-resourced service provider capable of delivering consistent, high-quality maintenance in diverse urban and peri-urban environments. Submissions close at 10:00 on Monday, 23 February 2026.
A non-compulsory but strongly recommended online briefing session will be held on 3 February 2026 at 10:00 via Microsoft Teams.
Comprehensive Scope: Dual-Service Delivery Across the Metro
The successful bidder will deliver two core service streams:
- Garden Maintenance: Mowing, pruning, weeding, irrigation support, tree staking, litter removal, and seasonal planting across public green spaces
- Cleaning Services: Sanitation of ablution blocks, bin cleaning, graffiti removal, surface washing, and general tidiness at health clinics, community centres, and public amenities
Work will be performed Monday to Friday, with occasional weekend or public holiday requirements based on operational needs. Services are delivered as and when required, with monthly performance monitoring by City officials.
Mandatory Compliance and Documentation Requirements
Bidders must submit the following to be considered:
- Valid registration on the Central Supplier Database (CSD) with full CSD report
- SARS Tax Compliance PIN or clearance certificate
- B-BBEE Certificate (SANAS-accredited) or sworn affidavit
- Completed Standard Bidding Documents: SBD 4 (Declaration of Interest) and SBD 6.1 (Preference Points Claim)
- Proof of equipment ownership: Lawn mowers, trimmers, vacuum cleaners, pressure washers, and transport vehicles
- Organogram and CVs of key personnel, including site supervisors
- Three verifiable project references for similar municipal contracts in the past five years
All documents must be submitted in a sealed envelope clearly marked with the tender number.
Three-Stage Evaluation with Functionality Threshold
Bids will undergo a rigorous evaluation process:
- Administrative & Technical Compliance: Verification of mandatory documents
- Functionality Assessment: Scored on experience, resource capacity, methodology, and past performance
- 80/20 Preferential Procurement Scoring:
- 80 points: Price (lowest compliant = 80)
- 20 points: Specific Goals (Black, women, youth, disability ownership, and EME/QSE status)
Only bidders meeting the functionality threshold will proceed to price evaluation.
