Thembelihle Local Municipality in the Northern Cape has issued a Request for Quotation under reference number QUOTATION08/2025/2026 for the supply, delivery, and branding of technical Personal Protective Equipment (PPE) clothing for municipal staff. The contract includes overalls, T-shirts, safety boots, and other essential workwear, all to be custom-branded with the municipality’s logo and identity. Submissions must be delivered in hard copy by 11:00 on Friday, 16 January 2026, to the Municipal offices in Hopetown.

This is a time-sensitive opportunity requiring strict compliance with specifications, branding guidelines, and sample submission protocols.

Scope of Supply: Full PPE Kit with Mandatory Branding

The successful supplier will deliver a complete PPE kit including:

  • Heavy-duty overall jackets and trousers
  • 100% cotton crew-neck T-shirts (145g weight, double-stitched)
  • Safety boots meeting SABS standards
  • All items must be branded as specified:
    • Embroidered “Thembelihle Municipality” logo on the upper right chest
    • Printed (not embroidered) “THEMBELIHLE MUNICIPALITY” on the upper back

Quantities and sizes are detailed in Annexure B of the tender document. All goods must be new, unused, and compliant with occupational health and safety standards.

Mandatory Requirements: Samples, Certifications, and Documentation

Bidders must submit the following to be considered:

  • One free physical sample of the overall jacket and T-shirt (as shown in Annexure images)
  • Valid Halaal Certificate from the Muslim Judicial Council for applicable textile products
  • CSD registration number and SARS Tax Compliance PIN
  • B-BBEE Certificate or sworn affidavit
  • Certified company registration documents (not older than 6 months)
  • Municipal account clearance for all directors and the company (not older than 90 days)

Failure to provide any of these will result in automatic disqualification.

Evaluation Criteria: 80/20 Preferential Procurement System

Quotations will be scored using the 80/20 system:

  • 80 points: Price (lowest compliant quote = 80; others scored proportionally)
  • 20 points: B-BBEE status level (Level 1 = 20 pts, Level 2 = 18 pts, etc.)

All pricing must be firm, VAT-inclusive, and broken down into PPE unit cost, branding cost, and delivery cost. Quotes must remain valid for 90 days from the closing date.
